MEMBERS PRESENT: Mayor Bravenec; Councilmen Ringer, Gardner, Dozier, Halter Stephenson, Hazen; Liaison Martin; City Manager Bardell; Assistant Snider MEMB ERS AB SENT: None VISITORS PRESENT: See guest register. Agenda Item No. 1 -- Ward boundary arrangement. Mayor Bravenec called for further discussion of Plans A-3 and C and asked if there were further suggestions. Mr. Charles Hall presented a suggestion that he had drawn up at the request of the Mayor. Councilman Dozier asked the Council what would happen if the Justice Department rejected the plan. Mr. Bill McLeod, president of Texas Voting Systems, stated that the Justice Department will not approve a plan but if it disapproves a plan it must be done within 60 days upon its receipt in Washington. Notification must be given to the City along with details as to why the submission was rejected. Mr. McLeod further stated that any concentration of minorities is favorable to a plan. Councilman Dozier moved and Halter seconded to submit plan A-3 as the ward plan. The motion passed unanimously. Councilman Halter moved and Councilman Hazen seconded the setting of ward boundaries as follows: Ward No. 1: Ward No. 2: Ward No. 3: Ward No. 4: Ward No. 5: Ward No. 6: Population 5983 Population 6191 Population 6348 Population 6071 Population 6365 Population 6207 The motion passed with Councilman Stephenson abstaining. Councilman Stephenson moved to reconsider the vote on submitting Plan A-3 as the ward boundaries. The motion was seconded by Councilman Halter and passed with Councilman Dozier voting against. Liaison Martin stated that she felt the Council's first obligation was to satisfy the Justice Department and that Plan A-3 accomplished this best. Mayor Bravenec called for a vote on the motion to submit Plan A-3 to the Justice Department. The motion failed with Councilman Hazen abstaining. Councilman S tephenson moved that the Mayor appoint a committee to consider MINUTES, Special City Council Meeting November 4, 1976 4:00 P.M. Page 2 with modifications. Councilman Halter seconded the motion which passed uannimously. Mayor Bravenec appointed Councilmen Dozier, Halter, and Ringer, Liaison Ward and Assistant Snider to the committee. Mayor Bravenec asked that the ward numbers and polling places be taken into consideration. Mayor Bravenec called for a special meeting of the Council at 7'30 A.M. Tuesday, November 9 to consider the final submission by the committee. Mr. Ernest Camp spoke favorably of Plan C. Agenda Item No. 2 -- Adjourn. Mayor Bravenec declared the meeting adjourned.
