Special City Council Meeting
February 16, 1976

Agenda Item No. 1 -- Consideration of an ordinance calling for a general municipal
election.
Mayor Holt explained that the purpose of this ordinance was to place Councilman
Bell's position (Place 3) on the ballot in the April 3 election.
Councilman Adams questioned the legality of calling for an election for this place
at this time.
Councilman Dozier stated that the question would be the effective date of Councilman
Bell' s resignation.
Councilman Bravenec suggested that the ordinance be passed subject to determination
of the legal questions.
Councilman Bravenec moved that Ordinance No. 1001 be adopted.
The motion was seconded by Councilman Adams and unanimously approved.

Councilman Dozier reviewed the problems encountered in the Texas Election Code
concerning the wording of proposed charter amendments on the ballot.
Councilman Dozier suggested that the Charter Revision Committee recommend a "straw
ballot" in the April election, the results of which would guide the Charter Revision
Commission in preparation of a proposal to be presented in a special election.
Councilman Dozier pointed out that any charter revision would not take effect until
the elections of 1977.
Councilman Adams suggested that this problem should be presented to the Charter
Revision Commission for their recommendation.
Jeff Dunn suggested that the Charter Revision Commission meet again to consider
this problem and present their recommendations to Council.

Councilman Dozier advised that he would call the Charter Revisien Commission back
into session in an attempt to find a solution.
There being no further business, Mayor Holt declared the meeting adjourned.
