Brison, Homer B. A~lams, Don R. Dale, J. D. Lindsay, and C. A. Bonnen; City Manager Ran Boswell; City Engineer George Ford, Design Engineer North Bardell; Director of Parks and Recreation Paul Wojciechowski; City Attorney James H. Dozier; and Administrative Secretary Sadie Holligan. MEMBERS ABSENT: Counci~ R. D. Radeleff. VISITORS PRESENT: Financial Advisors Ernest Brown and David Fetzer of Moroney, Beissner & Co., Inc., Houston, Texas. See Guest Register. The regular mseting of the College Station City Council was called to order at 7:00 P.M. on Monday, August 27, 1973, in the Council Chambers of the City Hall by Mayor J. B. Hervey. Mayor Hervey welccmed all visitors present. The first item on the agenda was the approval of the minutes of the July 19, 1973 Special Workshop M~eting, and the Regular City Council M~eting of July 23, 1973. Counci~ ~Ad_~_ms pointed out to the council tS~t on Agenda Item No. 5 regarding the minutes of the July 19 m~eting, reference was made to Mr. North Bardell as City Engineer rather than as Design Engineer. On motion by Counci~ Brison, seconded by Counci~ Bonnen, the minutes of both msetings were accepted as corrected. Mayor Hervey urged all visitors who so desired to ccme before the council, should they care to discuss matters of which the council could possibly be of some assistance. Mrs. A1 Folweiler stood before the council to rec~d that several benches be placed at one of the bus stops on Texas Avenue, as sometimes the buses are late and the passengers awaiting arrival must stand. Mayor Hervey instructed City Manager Boswell to place benches in this area as soc~ as possible. Mayor Hervey opened a public hearing on assessing a part of the cost of improving portions of Brooks Avenue, Bolton Avenue, Jane Street, and Luther Streets. City Manager Boswell briefed the council and the citizens regarding the status of these improvemsnts. Mr. Barry Young of 502 Brooks Avenue, asked when assessing would take place on these streets. Mayor Hervey advised Mr. Young that all residents would be notified when the interest is in effect. Mr. Roy B. Shilling of Bolton Avenue, stated that he is very much in favor of the impro~ts of the streets and is eager to see this get underway. On motion by Councilman Dale, seconded by Councilman Bonnen, Ordinance No. 890 was adopted by unanimous vote. MINUTES City Council Meeting August 27, 1973 Page 2 Mayor Hervey questioned City Engineer Ford regarding the status of street improvements presently underway. Mr. Ford advised Mayor Hervey and the council that he has hopes that the street improv~ts would be ccmplete before the winter season. Financial Advisors, Ernest Brown and David Fetzer, were introduced to the council and the citizens by Mayor Hervey and the meeting was turned over to Mr. Brown, who opened and read the bids regarding the $500,000 Utility Systems Revenue Bonds, Series 1971. After the bids were read, Mr. Brown asked Mr. Fetzer to check them, while he briefed the council and citizens on the ordinance which was drawn up regarding the bonds. The low bidder was the Rowles, Winston and Co., Inc., with a bid that presented the Effective Interest Rate of 5.139375%, a Gross Interest Cost of $256,968.75, and no Premium. Mayor Hervey asked Mr. Brown what opinion he had formsd regarding this price. Mr. Brown answered to Mayor Hervey that he thought it was a very good price and that the City should be proud of this. Since the council members heard the bids and saw the tabulation roster, Mayor ~rvey asked what their pleasure was regarding the bids. On motion by Councilman Dale, seconded by Councilman Bonnen, the low bidder, Rowles, Winston and Co., Inc., was awarded the bid. Regarding tb~ consideration of an ordinance authorizing issuance of $500,000 Utility Systems Revenue Bonds, Series 1973, on motion by Counci~ Brison, seconded by Counci~ Dale, Ordinance No. 891, was adopted. City Manager Ran Boswell informed Mayor Hervey and the Council that a Council Workshop M~eting had been set for September 6, 1973, at 4:00 P.M., for the purpose of receiving bids on the swing pool. Mrs. Kruse of 202 Suffolk, stated that she had requested openidg, of'an alley near her home at the last council meeting, and asked the status of her request. City Engineer Ford stated that he would have to make a thorough study of this alley and report to the council regarding opening of same. Mrs. Kruse advised that she w~uld get up a petition if this would assist in getting the alley opened. Councilman Brison suggested that the council discuss setting up a city policy regarding alleys at the next workshop meeting, as these questions will be more prevalent when the garbage ordinance goes into effect. Mayor Hervey informed the citizens of the resignation of Fire Chief Sevison and asked City Manager Boswell to search and interview for a replacement i~mediately. City Manager Boswell informed the citizens that the Morning Lions' Club will establish sale of the plastic garbage bags at City Hall on certain Saturdays and that a news release would be put out as soon as a date was available. Mayor Hervey asked that when the release was put out, that it also inform the citizens of the effective date of the garbage ordinance and that neit~h~r the routes nor the pick-up days w~uld be changed. Mr. Edward Miller wanted to know if the dog problem is being taken care of. Mayor Hervey advised that a new Humane Officer had been installed and the problem was being resolved. City Manager Boswell infonred the citizens that information sheets which will briefly explain some city ordinances, etc., will soon be available to residents MI~ City Council Meeting August 27, 1973 of College Station and can be picked up at City Hall. They will also be given to residents when applying for new connections. The question was raised by one of the citizens regarding disposing of newspapers, since they accumulate so fast and are rather bulky in the trash receptacles. Mayor Hervey and the council informed the citizens that the newspapers may be taken to the Old City Hall for recycling. As there was no other business, Mayor Hervey adjourned the m~eting at 8:05 P.M.
