REGULAR CITY COUNCIL MEETING
May 24, 1971
Members present: Mayor D. A. Anderson; Councilmen Don Dale, Fred R. Brison,
James H. Dozier, R. D. Radeleff; City Manager Ran Boswell

The meeting was called to order at 7:00 p.m. in the Council Room of the
City Hall.
On motion by Councilman Brison, seconded by Councilman Radeleff, the
minutes of the meetings of April 26, May 5, and May 10, 1971, were approved.
Mr. Mervin Peters, President, Brazos County Counseling Service, spoke
to the council relative to their budgetary needs for the coming year. Mr.
Peters stated that at the present time the contribution of the City of
College Station is $8,500. and that the Counseling Service is requesting
that the contribution be increased to $10,000. Approximately 24% of the
financial aid to the Counseling Service is provided by the City of College
Station, while 35% of the workload is comprised of cases dealing with
residents of College Station. Mayor Anderson told Mr. Peters this request
for additional funds would be given consideration.
On motion by Councilman Radeleff, seconded by Councilman Dale, Ordinance
No. 740, an ordinance calling for a public hearing on the question of rezoning
a 1.02 acre tract of land located at the south corner of University Drive at
the East By-pass from District No. l, First Dwelling House District to
District No. 4, First Business District, was unanimously passed and approved.
On motion by Councilman Radeleff, seconded by Councilman Dale, Ordinance
No. 744, an ordinance calling for a public hearing on the question of rezoning
a 1.44 acre tract located at the west corner of the Highway 6 East By-pass
and University Drive from District No. l, First Dwelling House District to
District No. 4, First Business District, was unanimously passed and approved.
On motion by Councilman Brison, seconded by Councilman Dale, Ordinance
No. 741, an ordinance calling for a public hearing on the question of rezoning
of property located on the southwest side of Highway No. 6 at the northwest
exit of the Highway No. 6 East By-pass and known as "Deacon Place Subdivision
Section #1" from District No. l, First Dwelling House District to District
No. 4, First Business District, was unanimously passed and approved.
On motion by Councilman Dale, seconded by Councilman Radeleff, Ordinance
No. 745, an ordinance calling for a public hearing on the question of rezoning
a 1.4 acre tract of land at the intersection of the west frontage road of the
East By-pass and Highway 6 from District No. l, First Dwelling House District
to District No. 4, First Business District, was unanimously passed and approved.

On motion by Councilman Radeleff, seconded by Councilman Dale, Ordinance
No. 742, an ordinance calling for a public hearing on the question of rezoning
Blocks E & G of College Heights Subdivision, which is 2.50 acres of land
fronting on University Drive northeast of Nimitz Street and extending to the
College Station water storage property on Tarrow Street from District No. 3,
Apartment House District to District No. 4, First Business District, was
unanimously passed and approved.
On motion by Councilman Dale, seconded by Councilman Radeleff, Ordinance
No. 743, an ordinance calling for a public hearing on the question of rezoning
a 10.264 acre tract immediately across Anderson Street from A&M Consolidated
High School from District No. l, First Dwelling House District to District
No. 2, Second Dwelling House District Planned Unit Development, was unanimously
passed and approved.
On motion by Councilman Dale, seconded by Councilman Radeleff, Ordinance
No. 746, an ordinance amending the Plumbing Code, Ordinance No. 511, Chapter
22 Natural Gase Piping was unanimously passed and approved with the correction
of 24 inches to 15 inches in paragraph 2 and the addition of the words "at
the direction of the Plumbing Inspector" to paragraph 5 under Section 22.2.3
~derground Servig~ Lines.
On motion by Councilman Dale, seconded by Councilman Radeleff, action
on an ordinance to annex land south of the city as requested by Jim Johnson
and Goss Townes was postponed until further review of the situation is completed.
The mayor is to appoint a committee to investigate such annexation and the
obligations created for the city thereby.
On motion by Councilman Radeleff, seconded by Councilman Brison, the
mayor was authorized to attend the U.S. Congress of Mayors in Philadelphia,
June 14-16, 1971.
On motion by Councilman Brison, seconded by Councilman Radeleff, payment
of expenses incurred by Councilman Don Dale while representing the city at the
Millican dam Senate and House hearings in Washington, D.C. on May 18, 1971,
was authorized.
The mayor called to the attention of the council the fact that the
policy of the renting of Southgate Village Apartments may be creating unfair
competition. City Planner George Eby was directed by the mayor to check into
the policy for qualifying for rent supplement for these apartments.
Councilman Dozier asked as to the status of the Workable Program. The
mayor recommended that the council should consult with Mr. Clyde Emmons before
going further with the program. The mayor is to arrange a meeting with Mr.
Emmons.
On motion by Councilman Dozier, seconded by Councilman Dale, the
meeting was adjourned subject to call.
