Visitors Present: R. C. Stewart, Elton Jones, Robert Adams, Curtis W. Eaton, Dan Dudley, Jr., Bill E. Morgan, David Mayo, Ernest Gregg, W. A. Davis. Minutes of meeting of September 28, 1964, were approved. A public hearing was called on Ordinance No. /+17 and there being no objections the mayor declared the hearing closed. On motion by Councilman Boyett, seconded by Councilman. Orr, Ordinance No. 417, an ordinance rezoning Lot D. Tauber Addition, from District No. 1, First Dwelling House District, to District No. 3, Apartment House District, was passed and approved. A joint meeting of the city council and the City Planning and Zoning Commission was set for 6 p.m., Tuesday, November 17, 1964. Drs. 0. M. Holt and E. E. Burns were appointed as a committee to prepare the agenda for this meeting. Members of both groups were requested to submit topics for con- sideration before Friday, November 13, 196/+. The mayor and city manager were instructed to confer with university officials about the duties, functions, and power of shelter managers during national emergencies. They were also instructed to the question of airport zoning. Councilman Holleman moved, and Councilman Holt seconded, that the ques- tion of participating in the cost of a bridge across Thomas Street and certain paving adjacent to the bridge be tabled for a discussion at the joint meeting of the city council and the City Planning and Zoning Commission on November 17, 1964. The motion was defeated by a vote of four to three. On motion by Councilman Boyett, seconded by Councilman Rosprim, the council voted unanimously that the city will pay the cost of construction of a bridge across Thomas Street at the entrance to Woodson Village, and one-half of the cost of paving of Thomas Street from said bridge west to the alley between Southeast College Park and Dulaney Subdivision, all under the following conditions: (1) The developer will bear the cost of realigning and Meaning the drainage ditch from said bridge to the Knoll; (2) All work to be done in this program to be awarded under contract by the city and con- structed under its supervision; (3) The developer will be responsible for the preparation of plans, details, and specifications for this work, same to be approved by the city engineer; (4) Upon awarding of contract the developer will place in escrow his pro rata share bf the cost; (5) Before any work is begun the developer will secure and furnish to the city all necessary easements. 0"53 la The city manager was instructed to have prepared an estimate of cost for widening the bridge on Jersey Street near the Redmond Terrace Center.
