WORKSHOP CITY COUNCIL MEETING
WEDNESDAY, SEPTEMBER 9, 1981

A~enda Item No. 1 - Council Concerns.
Councilman Jones asked questions concerning the process of having a signal light
put in at F.M. 2818 and Texas and F.M. 2818 and Southwood.
City Engineer Ash stated that the design work has already begun and as soon as the
plans are completed, they will be sent to the State Highway Department for approval.
City Engineer Ash explained the eight warrant procedures a traffic signal has to
meet. Some are the number of vehicles per hour that pass through the signal, the
number of accidents, the number of dollars involved in vehicular accidents, the
number of deaths at the intersection. The city may have met these warrants but
the city has not been notified.
Councilman Runnels asked about the timing of the new lights.
City Engineer Ash stated that part of the computer that controls these lights
failed during a recent rainstorm. They have been working to keep the main traffic
lights working on Highway 6. They have taken parts from some lights and used them
on the priority lights in the city.
Agenda Item No. 2 - Discussion of the Northgate plans.
City Planner Mayo presented the proposed plans for Northgate problems. The city
staff had studied the problem and done research with students to come up with a
logical answer. He stated that one possible solution would be to coordinate a
project to create a larger parking lot behind the Northgate bars. This would in-
clude re-construction of Patricia Street (which runs directly behind the Northgate
area), new lighting facilities, and a larger area for gathering. The Parks and
Recreation Board was presented with this project and was asked for financial assistance
from parkland dedication. The Parks and Recreation Board members pointed out that
the money in the fund must be used within two years after it is received. The
staff is not sure if the project can be completed in this period of time.
City Manager Bardell stated that another idea was to sell the old city hall and to
use the funds from that to re-construct this area.

City Manager Bardell stated that this project will serve a large number of people.
One problem he pointed out would be the responsibility for maintenance of the area.
A few business owners of that area stated that they were in favor of the proposed
plans and would support the project.
City Manager Bardell stated that the~aff would like to see an advisory committee
created to work with the students, owners of the businesses at Northgate, and the
city staff, to make suggestions and advise on this project.
Councilman Boughton and Councilman Jones volunteered to be on this committee. Student
Government Liaison Herring also volunteered to be on this advisory commitee.
Agenda Item No. 3 - Discussion of fire and ambulance relations with Brazos County.
City Manager Bardell presented the item to the council. He presented records that
were compiled by the fire chief and himself after meeting with the Bryan City Manager
on the proposed terms of a contract with Brazos County for responding to fire and
ambulance runs. He proposed that a fixed fee of $1,000.00 per fire call be billed
to the county. This fee is proposed to help offset the cost of maintaining the
capability of response as opposed to the direct cost of said response.
City Manager Bardell suggested the city charge the state for fire calls made
to the University since the records indicate a great many calls in the past to fires
at the University. He suggested a letter be written to the University stating that
a solution to this problem be discussed.
City Manager Bardell stated that a proposal is also being made to set a fixed fee of
$50.00 per ambulance call for anywhere in Brazos County. He stated that it is under-
stood that the City of Bryan will generally cover the North half of the County with
the City of College Station responsible for the South half of the County. He stated
that each and every call will be billed to the County and the County shall then bill
and collect whatever is possible. This again will allow the County to participate
in the cost of providing the capability of response of the Emergency Medical Service
by picking up the cost of all the uncollectable accounts. This, of course, realizes
that the $50.00 per call represents less than one fourth the cost of providing such
service.
City Manager Bardell stated that the Bryan City Council will discuss this at their
next meeting. Then Mr. Bardell and Bryan's City Manager will be taking their combined
information concerning these services to the County Judge and probably will come back
to the Council with a resolution.
