WORKSHOP CITY COUNCIL MEETING
WEDNESDAY, JULY 8, 1981
4:00 P.M.
COUNCIL MEMBERS PRESENT:
Mayor Halter, Councilmen Boughton, Dozier, Ringer,
Prause, Jones, Runnels
COUNCIL MEMBERS ABSENT: None

Agenda Item No. 1 - Council Concerns.
Mayor Halter, City Manager Bardell, and City Attorney Denton were absent for the first
part of the meeting. Mayor Pro-tem Ringer called the meeting to order.
Mayor Pro-rem Ringer stated that he had received numerous phone calls from residents
of Dexter Street concerning the "No Parking" signs that had been posted.
Agenda Item No. 2 - Discussion of flood drainage problems during recent rain.
City Engineer Ash stated that no presentation was to be made for this item by the city
staff; yet if the council had any questions during their discussion, the staff would
answer any questions they could.
Councilman Boughton asked if the heavy duty machine that was to be rented had been
used to clean up some of the debris yet.
Public Works Director Ford stated that the machine that was to be rented had just
arrived today. He stated that they are presently cleaning out the creek between the
warehouse and police station to get use to operating the machine.
City Engineer Ash stated that the first priority item is the section between Longmire
and Texas Avenue. The second priority item is the bridge on Bee Creek at Texas Avenue
near Valley View. Third priority item is the major channel that runs from Longmire to
Brothers Boulevard.
Public Works Director Ford stated that the priorities were simply a guide. The crew
would have to work as the weather permitted them to.
One lady asked how close the water had gotten to the house in these areas.
Councilman Prause stated that it had come within a few inches or so. He also asked if
these areas were all right-of-way areas and if there were any plans on going on to
the easement areas and clean.
Public Works Director Ford stated that all these areas were easement areas.

Councilman Jones asked what the difference was between the right-of-ways and the
e~sement areas.
City Engineer Ash stated that an easement belongs to the property in which in lies.
A right-of-way is owned by the public. He showed the council where the easements
are in the city on the map.
He stated that the city had hired a firm to do a flood plain study of the area and
project the area at a maximum growth and comprehensive land developmon~ The firm
studied the area with the channels and bridges as they are today and arrived at a
run off pattern for the rain with all areas fully developed.
Councilman Runnels asked if there is no regulation of upstream waters, how extensive
would our future program be to get the streams large enough to handle the continuous
downstream waters.
City Engineer Ash stated that in the old Flood Plain Ordinance it states that a
developer can build in a flood plain but is restricted to a 1 ft. rise in the back
stream flow upstream from his developed area. The new Flood Plain Ordinance provides
for a O. rise in the back water.
Councilman Runnels asked if the problem was caused by debris at bridges or the result
of small stream not being able to hold the water.
City Manager Bardell suggested that a decision be made whether the areas were to be
maintained or altered.
Councilman Jones stated that taking action to alter the channels in the near future
would probably be a less expensive route than keeping up maintenance because this is
going to have to be done at one time or another.
City Manager Bardell suggested cleaning up the priority areas and come back to the
council with a specific dollar figure on how much it is going to cost to maintain
other areas.
Councilman Ringer Cecommended that the areas that would require maintenance all year
around be kept in good condition continously. This could De done by removing the
trees from the area and would eventually cost less than removing them on each occurance.
He also stated that there was a suggestion at the last meeting to create a committee
consisting of citizens, non-developers, developers, city staff, and city council to
look at the city policy on flood plain development.
Councilman Dozier suggested keeping the areas cleaned and lots mowed on a maintenance
routine because the owners of the properties were not keeping up their lots.
Councilman Jones asked if the past idea of having inmates from Huntsville help with
the work was a problem when it occured in the past.

City Manager Bardell stated that the residents wanted the channels cleaned out to
stop the flooding until they saw that the inmates were doing the work. The inmates
were given a benefit dinner at the Ramada Inn for their 2 to 3 months work on the
project and mamy residents opposed this.
Councilman Prause recommended that the first three priorities be completed and the
committee be created to study the areas and come up with a recommendation in 6 weeks
or so on how to solve the problem. He stated that if there were any alterations to
be made, that they needed to be taken care of now before another serious flood
occured.
City Manager Bardell stated that if the committee is to create a policy on drainage
maintenance then a policy would also be needed for drainage construction. He
stated that if a developer needs to build a bridge larger than the needs for his
development, perhaps the city or others who would benefit ~hould participate.
Agenda Item No. 3 - Closed session to discuss land acquisitions 6252-17(f).
The council moved to closed session to later reopen to the public.
Agenda Item No. 4 - Action on closed session.
There was no action taken on closed session.
Agenda Item No. 5 - Adjourn.
Mayor Halter adjourned the meeting.
