SPECIAL CITY COUNCIL MEETING
TUESDAY, DECEMBER 15, 1981

A~enda Item No.2 - Consideration of R.O.W. acquisition on State Highway 6 South.
City Engineer Ash presented the item. He stated that the council needed to arrive at a
decision on the right-of-way acquisition for the proposed expansion of Interstate Hwy. 6
South. He stated that Eddie Schultz is planning a subdivision on the east side of the
proposed expaDsion on Hwy. 6 and Bill Fitch is planning a development on the west side of
Hwy. 6. He stated that Rock Prairie Road intersects Hwy. 6 and plans are to extend
Research Road so that it connects Rock Prairie Road at this major intersection. The
road, after completion, will be called Rock Prairie Road. He stated that Mr. D.D. William-
son and Mr. Bill Bockmon were present to answer any questions.
Mr. Williamson stated that a public hearing on this project will be held January 26, 1982
at the Brazos Center at 7:00 P.M.
City Engineer Ash stated that the city still had options from which to chose on this
land acquisition. He stated that the options were (1) the city could wait until after
the public hearing and use the standard land acquisition routine, or (2) they could
request an emergency right-of-way acquisition. He stated that all these options were
based on the use of 90% Federal money and 10% local money.
City Manager Bardell asked Mr. Williamson if he knew what the construction schedule
would be on this project.
Mr. Williamson stated that it is on their 4-year program at this time, but much will
depend on the availability of the land.
Mr. Bill Fitch asked if it would be possible to alternate the design of the land
acquisition.
Mr. Williamson stated that there was not a way to alternate the design since they have
to align the road with the East Bypass. He stated that as soon as the public hearing
is held they will be ready to start construction.
Mr. Fitch stated that he had an interested buyer for his part of the land that is to
be built on by the highway department. He showed the council an alternative that would
bypass his property and use Mr. Schultz's land. He stated that he felt this change
would be beneficial to Mr. Schultz.

Mr. Eddie Schultz stated that he disagrees with Mr. Fitch's alternative. He stated
that it would not be beneficial to him if the intersection is built on his property
rather than on both properties, and that he was not interested in selling additional
property because his proposed plats are already designed to accommodate his needs.
Mr. Fitch asked if the frontage road will be built out to the highway.
City Engineer Ash stated that he did not see any problem with extending the frontage
road to the highway if the right-of-way is bought, because most of Southwood Valley is
built accordingly.
Mr. Williamson stated that a decision could be made after the public hearing is held
on the 26th of January, 1982.
After further discussion, Mayor Halter stated that this meeting was held to clarify
problems with the right-of-way acquisition.
