COUNCIL MEMBERS PRESENT: Mayor Halter, Councilmen Jones, Boughton, Ringer COUNCIL MEMBERS ABSENT: Councilman Runnels, Prause, Dozier STAFF PRESENT: Assistant City Manager/Finance Director VanDever, City Manager Bardell, City Secretary/Tax Assessor-Collector Schroeder, Parks and Recreation Director Beachy, City Attorney Denton, City Engineer Ash, Asst. Engineer Smith VISITORS PRESENT: See guest register Agenda Item No. 1 - Council Concerns. Mayor Halter stated that the Arts Council requested that their item be delayed on the agenda until Duane Cote, architect of the pavillion, arrived. He also stated that a Special City Council Meeting would be held on June 29, 1981 at 7:30 P.M. to open the bids on the bond sale. Councilman Ringer asked questions concerning Holleman Street. Councilman Boughton asked about the density of a 4-plex project on Welch and South- west Parkway. A~enda Item No. 2 - Discussion of flood plain ordinance. City Engineer Ash presented and explained the flood plain ordinance. He stated that the city had received a letter from the Federal Emergeency Management Agency on June 2 informing the city that Ordinance No. 936 would not meet Federal Emergency Management Agency criteria for Flood Plain Ordinances. After talking to the Federal Emergency Management Agency, they sent a model ordinance that would meet the requirements for the city to go by. The City Engineer presented to the council an ordinance amending Ordinance No. 936 that coincides with the model ordinance that was provided by the Federal Emergency Management Agency. City Manager Bardell stated that the ordinance proposed differs from the current ordinance in that it defines each term more thoroughly and places greater restrictions on mobile homes in the flood plain. City Manager Bardell stated that the proposed ordinance must be passed by July 2. He also stated that if this ordinance is passed, that this would create a new chapter in the Code of Ordinance book. Mayor Halter stated that the Flood Plain Ordinance would be discussed and decided on at the June 25th, Regular City Council Meeting. 03g:1:3 MINUTES WORKSHOP CITY COUNCIL MEETING WEDNESDAY, JUNE 24, 1981 4:00 P.M. PAGE 2 Asenda Item No. 3 - Presentation from Arts Council resardin~ band pavillion at Central Park. Jody Bates, of the Brazos Valley Arts Council, presented a letter that was sent to architects in Brazos Valley asking them to submit proposals for the new band pavillion. Duane Cote, architect for the pavillion, described tht pavillion and where it would be located to the council. He also showed drawings of the model building and the features the building would have. He estimated the cost would be $42,600.00. Mayor Halter stated that this should be placed on the July 14, 1981 meeting of the Parks and Recreation Committee for further study.
