MEMBERS PRESENT: Mayor Halter, City Manager Bardell, Councilmen Boughton, Ringer, Kelly,Jones, Runnels, City Secretary Schroeder, City Attorney Denton, Assistant City Manager/Director of Finance Van Dever, Fire Marshal Davis MEMBERS ABSENT: Councilman Dozier VISITORS PRESENT: See guest register Agenda Item No. 1-Council Concerns. Mayor Halter stated that Ms. Jones had requested that the Council choose another rep- resentative of the city to serve on the Apartment Board of Ethics. She did not think Student Liaison Herring was a suitable choice since there were already two student representatives on the Board. Councilman Boughton volunteered to serve as the city's representative on the Apartment Board of Ethics. Councilman Ringer mentioned the problem of the bike lanes and parking on Francis St. He suggested putting striped bike lanes on both sides of the street with no parking in the morning on one side and no parking in the evening on the other side, so that the bicyles would be traveling on the right side at all times. The Council agreed that the major problem was the adults riding on the wrong side of the street. Councilman Jones mentioned the problem the city has keeping Building Inspectors. He pointed out this was a hardship on the builders in the Community. City Manager Bardell stated he had a proposed plan that might remedy this situation. The plan was to be presented to the Council in closed session. Agenda Item No. 3-Discussion of the 1981 National Electrical Code and setting of elec- trical fees. City Manager Bardell began the discussion by presenting the proposed resolution setting electrical inspection fees. He pointed out the $20.00 reinspection fee was to dis- courage the.practice o~ calling for an inspection even though the individual knows the building is not ready for inspection. The Council decided that since none of the electricians, who had all been notified of the workshop meeting, were present they obviously had no objection to the proposed fees. City Manager Bardell ~uggested that because of the complexity of the electrical code ~he Council should rely on the expertise and recommendations of the ppecialists when considering its acceptance. The Council agreed with this. MINUTES Workshop City Council Meeting Wednesday, February 25, 1981 4:00 P.M. page 2 Agenda Item No. 2-Discussion of adoption of the 1979 Standard Building Code with the 1980 revisions and appropriate city amendments. City Manager Bardell pointed out the major proposed amendments to the building code. He stated these amendements reflect council policy in the past and bring the code into compliance with existing ordinances. There was much discussion on the square footage per person occupancy requirement. The Council was concerned with the over-crowding situation at Northgate. City Manager Bardell stated that the staff recommendm acceptance and passage of this building code and the proposed amendments. Agenda Item No. 4-Discussion of adoption of the 1979 Standard Fire Prevention Code with 1980 revisions and appropriate city amendments. Fire Marshal, Harry Davis, stated that the major change in the fire code has to do with the confiscated fire works. The proposed code states that confiscated fire works shall be destroyed. He pointed out that the code prohibits transportation of fire works in the city limits. Fire Marshal Davis stated that the Fire Department now has the manpower to strictly enforce the code. The Council mentioned the problem of fire lanes not being observed in the Skaggs Shop- ping Center parking lot. He suggested that the National Fire Protection Association Life Safety Code be adopted as a companion code to the fire code. Mayor Halter asked Fire Marshal Davis if the city has any enforcement capabilities on TAMU campus. He stated that the State Fire Marshal had the authority to enforce the fire code on campus. This area is out of the city's jurisdiction. Agenda Item No. 5-Adjourn. Mayor Halter adjourned the meeting.
