MEMBERS PRESENT: Mayor Halter, Councilmen Dozier, Runnels, Boughton, Ringer, City Planner Mayo, City Engineer Ash, City Secretary Schroeder, City Manager Bardell MEMBERS ABSENT: Councilmen Jones and Kelly VISITORS PRESENT: See Guest Register Agenda Item No. 1- Council Concerns No one spoke. Agenda Item No. 2-Discussion of the Capital Improvements Program. Councilman Runnels stated that the Committee had met initially on September 3, 1980 and had met six other times between then and October 29, 1980. He stated that the material present was a priority list resulting from these meetings. He then stated the status of the program pointing out it had not been reviewed by P&Z. Mayor Halter stated the reason for scheduling the discussion at this time was to familiarize the Council with the program. City Engineer Ash presented the five-year Capital Improvements Program item by item. Various representative members of the staff were present to answer any questions on divisions of the program. He stated the intent of this meeting was to bring the Council up to date on the status of the program. He stated the tentative plan was to have two workshop meetings with the Council and two with the P&Z then begin preparation of the final graphics that would be needed to get the information out to the general public before the election. At the present time no date for the bond election had been set. City Engineer Ash presented the Program in two parts. The first part presented was the Revenue Bond Project which contained water, sewer and electrical needs considered to be necessities. These projects were not listed according to pri- ority. The second part he presented was the General Obligation Projects which were listed according to priority. After the presentation the Council discussed the public's acceptance of a five- year plan. It was decided the five-year plan was more desirable than having several two-year plans. Mayor Halter suggested setting up a tentative time schedule for the progression of this project. The tentative goal was set for March 1, 1981. The Council then discussed presentation of the plan to the Public. Agenda Item No. 3-Adjourn.
