MEMBERS PRESENT: Mayor Halter, Councilmen Boughton, Kelly, Ringer, Runnels, Jones, Dozier, City Secretary Schroeder, City Engineer Ash, City Planner Mayo. MEMBERS ABSENT: NONE VISITORS PRESENT: See Guest Register. Agenda Item No. 1-Council Concerns. Councilman Ringer stated he had a request to reorder the Agenda for the Reg- ular City Council Meeting of Thursday, January 8, 1981. The request was to move agenda items 5 and 6 ahead of items 3 and 4. The reason for this request was that items 3 and ~ were expected to be quite lengthy. The Council agreed to this request. Councilman Boughton asked when the permanent controller for the traffic light at Southwest Parkway and Texas Avenue would be in operation. City Engineer Ash informed the Council that it was already in operation. Agenda Item No. 2-Discussion of Wrecker service fees. City Manager Bardell explained the public dissatisfaction of fees presently being charged by wrecker services. Mayor Halter stated that at the time the present Ordinance was passed it was .agreed that government regulation was not needed. He stated that, judging by the many complaints he had received, some type of regulation was needed. City Attorney Denton pointed out that he has been contacted with complaints and advised citizens to go before the Council. The Council decided that action would be taken at the Regular City Council Meeting of January 22, 1981, setting a maximum fee. The Council pointed out that Bryan's maximum fee was $25. They decided that regulation is needed in the area where vehicles are being towed off of private property. City Manager Bardell stated that from his research he found a range of fees being charged from $32.00 to $62.50. Steve Chastain owner of The Auto Shop stated he thought Bryan's limit of $25.00 for towing vehicles off of private property was a fair fee. The Council then discussed the many factors involved in setting a fair fee. They decided that in the case of towing vehicles from private property economics could not regulate the fees since the customer paying them was not choosing the wrecker service. City Manager Bardell stated he did not think Bryan's Ordinance #399 was suitable for College Station. City Attorney Denton pointed out many factors that could be included in the proposed ordinance. These factors were based on Ordinances from Midland, Longview, Odessa and Kilgore. Councilman Dozier stated he thought the proposed ordinance should not be based on other City Ordinances since theirs are unique to their area. He thought that College Station's first Drilling Ordinance should be basic and developed according to the needs that arise. The Council agreed on this and decided the main concern of the first drilling Ordinance should be the fee and issuance of a permit to drill in the City Limits.
