HomeMy WebLinkAbout10-13-83-04 - Resolution - 10/13/1983RESOLUTION NO. 10-13-83-04 1983 SOUTH ANNEXTION SERVICE PLAN RESOLUTION ADOPTING A PLAN OF SERVICE FOR ANNEXATION OF 2580 ACRES ;ALONG STATE HIGHWAY 6 TO THE SOUTH OF THE CITY OF COLLEGE STATION, TEXAS. HB-1952 requires a plan of service be adopted by the governing body of a city prior to passage of an ordinance annexing an area; and ~WHEREAS, the City of College Station is contemplating annexation of an area i~ bounded as follows: SEE EXHIBIT "A" 'NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE i.; STATION, TEXAS: Section 1. Pursuant to the provisions of Article 970a, Vernon's ~;Texas Civil Statutes, as amended by HB-1952, there is hereby adopted, for the 'area bounded as described in Exhibit "A", the following plan of service: a. Pol i ce Patrolling, radio responses to calls, and other routine police services, using present personnel and equipment, will be pro- vided on the effective date of annexation. (2) (3) Additional police personnel and patrol cars will be added to continue the present level of police services throughout the city, including the newly annexed area as required. Traffic signals, traffic signs, street markings, and other traffic control devices will be installed as the need therefor is established by appropriate study and traffic standards. DJ Fi re (1) Fire protection by the present personnel and the equipment of the fire fighting force, within the limitations of available water and distances from fire stations, will be provided on the effective date of annexation. (2) Fire fighting equipment and personnel will be added to the fire fighting force to maintain present standards in the expanded city as required and in the general locations shown on the Comprehensive Land Use Plan of the City of College Station. O0 RESOLUTION NO. lO-13-83-04 page 2 CJ Emergency Medical Service (1) EMS by the present personnel and equipment, within the limitations of the distances from their stations, will be provided on the effective date of annexation. (2) EMS equipment and personnel will be added to the EMS force to maintain present standards in the expanded city as required. Water -(T~--Water for domestic, commercial and industrial use will be available from the City of College Station water supply. A 24 inch supply line is currently under construction along Highway 6 from the current City Limit to Greens Prairie Road. A 2 million gallon elevated storage tank is being planned for an area near the intersection of Greens Prairie Raod and Highway 6 which will provide reserve capacity, emergency capacity, and static pressure for this area. (2) A distribution system will be built around these two components to provide a looped water supply system similar and connected to the system currently within the City Limits. Other components will be constructed in accordance with applicable City policy and ordinances as the need arises. eo Sewers -(T) The necessary sewerage to serve this area will be constructed in accordance with applicable City policy and ordinances. A twelve million gallon per day wastewater treatment plant is planned for stage construction at the site shown on :~ Exhibit "B". Approval has been granted for discharge ~,~ permits at two other sites referenced in Exhibit "B". '~ Smaller package treatment plants are planned for these points to provide interim treatment until phase 1 of the permanent wastewater treatment plant is completed and a collection system developed. The package plants will provide service as soon as the upstream collection system can be constructed. To provide for the immediate needs of the area north of Barron Road and west of Highway 6 a system .~ of gravity sewers and force mains is being constructed which will provide 1 million gallons per day of peak capa- "~ city. This system will discharge into the existing sewer system at Rock Prairie Road and will be treated through the existing wastewater treatment plan on Carter's Creek. The Lift Stations employed in this system will be discon- tinued when the collection system from the Lick Creek water treatment plant reaches them. 00 08 . RESOLUTION NO. 10-13-83-04 f. Electrical (1) page 3 Initial Electrical Service to this area will be provided from existing system within the City. A substation will be constrl as load demand requirements increase near the Gulf States Utili- ties Lines and a system of loop circuits will be developed to provide similar capabilities as exist within the City. g. Refuse Collection (1) The same refuse collection service provided within the City will be provided in this area in accordance with the policy and ordi- nances of the City. h. Streets (1) Emergency maintenance of the existing streets (repair of haz chuck holes, measures necessary for traffic flow, etc.) will begin on the effective date of annexation. (2) Routine maintenance, on the same basis as within the present Cit Limits, will begin on the effective date of annexation. (3) Construction, reconstruction and/or resurfacing of streets, in- stallation of storm drainage facilities, construction of curbs and gutters, and other such major improvements will be made as the need arises and in accordance with the policy and ordinances of the City. i. Inspection Services Any inspection services now provided by the City (building, electrical plumbing, gas, housing, weights and measures, sanitation, etc.) will begin in the annexed area in accordance with the current City Code on the effective date of Annexation. k. Planning and Zoning The Planning and Zoning jurisdiction of the City will extend to the annexed area on the effective date of annexation. City planning and zoning requirements will thereafter encompass the annexed area. All areas will be zoned A-O until permanent zoning classifications are established. Where prior planning studies have been conducted on specific parcels, permanent zoning may be established upon the effec- tive date of annexation if requested by the property owners or initiated by the City Council. Street Lighting Street lights will be installed in substantially developed commercial and residential areas within approximately thirty (30) months after effective date of annexation, under the standards currently prevailing in the existing city. 00 085 RESOLUTION NO. 10-13-83-04 page 4 Recreation Residents of the annexed area may use all existing recreational facil- ities, parks, etc., on the effective date of annexation. The same standards and policies now used in the present city will be followed in expanding the recreational program and facilities in the enlar§ed city. Miscellaneous (1) Street name signs where needed will be installed within approxi- mately thirty(30) months after the effective date of annexation.
