COUNCIL MEMBERS PRESENT: Mayor Halter, Councilmen Anderson, Boughton, McIlhaney, Prause, Reinke, Runnels. COUNCIL MEMBERS ABSENT: STAFF PRESENT: None City Manager Bardell, Assistant City Manager VanDever, City Secretary Jones, Director of Capital Improvements Ash, Director of Planning Mayo, City Attorney Denton, Assistant City Attorney Locke, Citizen Service Representative Dillard, Energy Specialist Layne, City Engineer Pullen, Deputy Finance Director Schroeder, Tax Assessor/Collector Dickson, Administrative Assistant Nowlin, Traffic Engineer Black, Planning Technician Volk, Council-Coordinator Jones. VISITORS PRESENT: See guest register. A~enda Item No. 1 - Si~nin~ of ~roclamation designating the week of October 23, 1983, through October 29, 1983 as "American Ener~ Awareness Week" in College Station. Energy Specialist Layne presented the item. He stated that the Energy Department is sponsoring an Energy Show, to be held at the Community Center on Saturday, October 29, from 9:00 a.m. to 5:00 p.m. Mayor Halter signed the proclamation designating the week of October 23, 1983, through October 29, 1983, as "American Energy Awareness Week" in College Station. Energy Specialist Layne accepted the proclamation. A~enda Item No. 2 - Council concerns. Councilman McIlhaney reported a problem concerning bicycle and vehicle traffic at the intersection of Todd Trail and Rio Grande. She stated that she had asked Traffic Engineer Black about the possibility of erecting a stop sign at this intersection. She further stated that there is a problem with bicycle and vehicle traffic at the intersection of Southwest Parkway and Glade. Councilman McIlhaney stated that she had received a call from a citizen who 00 .063 WORKSHOP CITY COUNCIL MEETING WEDNESDAY, OCTOBER 12, 1983 PAGE 2 requested that the bathrooms at the city parks be open during business hours. Councilman McIlhaney requested that the Council discuss some revisions of Council Meeting procedures. She suggested a revision which would postpone action on new items until the next regularly scheduled council meeting. Mayor Halter asked the legal staff to investigate possible problems that might arise with regard to public hearings and rezoningso He requested that a discussion of Council Meeting procedures be placed on the agenda for the October 26th Workshop Meeting. Councilman Prause asked about the secondary storage site for the PCB materials. City Manager Bardell stated that a decision on where the site will be has not been made. He reported the possibility of jointly sponsoring a disposal site with other agencies and stated that there has been no further consideration of the switch station as the possible site. He noted that four companies have bid on the disposal equipment. Councilman Reinke asked when the deadline is for doing something. City Manager Bardell stated that something will have to be done before the first of the year. Eouncilman Runnels asked why holes are appearing in streets that have been paved recently, specifically the right turn lane off of Texas Avenue onto Holleman. 2ity Manager Bardell pointed out two reasons for this condition: (1) The shape of the turn lane makes it difficult to repair. (2) The acceleration and deacceleration loads are too great for the depth of the pavement. ~ouncilman Reinke inquired about the crossing guard situation. She stated :hat she has not seen a crossing guard at the Francis and Williams Lntersection. ~ity Manager Bardell stated that there have been temporary guards at the .ntersections of Southwest Parkway-Langford and Langford-Holleman. He ~tated that the city has been taking applications for the position to try Lnd get reliable personnel. He further stated that the principal at ~ollege Hills Elementary has stated that at this time he does not feel that guard is necessary at the Francis-Williams intersection. iayor Halter requested that the staff contact the State Highway Department ~nd request that they do a speed study on Wellborn Road from Jersey to FM :818. He suggested that the city intensify patrol of this area. He inquired about traffic lights planned for Wellborn Road. Director of Capital Improvements Ash stated that signals are planned for the intersections of Southwest Parkway-Wellborn and Holleman-Wellborn during the next year. A~enda Item No. 3 - Consideration of dates for the November and December meetings. City Manager Bardell stated that a Special Meeting will need to be called for December 6th at 5:00 p.m. for a concurrent meeting with Caldwell, Texas, Kirbyville, Texas, and Newton, Texas, to consider an ordinance relating to the creation of a municipal power agency. Mayor Halter changed the date of the second meeting in November from Thursday, November 24th, to Tuesday, November 22nd. He suggested that the second meeting in December either be moved to the 20th of December or not be scheduled. Councilmembers concurred with the change of meeting dates. A~enda Item No. 4 - Consideration of 9rantin~ license for pet store at Brazos Square Shopping Center. City Secretary Jones presented the item. She stated that the building is not complete and the applicant is aware of the construction restrictions which must be met. Councilman Anderson moved to grant a license to Ms. Debbie Priest to sell pets in the Brazos Square Shopping Center. Councilman Prause seconded the motion which passed unanimously, 7-0. A~enda Item No. 5 - Consideration of Recommendations from the Planning and Zoning Commission relatin~ to the Northgate Area. Dan McGilvray, Chairman of the Northgate Committee, presented the item. He stated that the written recommendations have been presented to the Council for review. He explained that the cost estimates are preliminary and he requested that the Council consider all aspects of the recommendations. He further stated that the recommendations dealing with zoning will have to implemented in conjunction with those dealing with parking. He noted the difficulty of accomplishing the rezoning requests and thus recommended that these be implemented during the first phase. Mayor Halter stated that the committee has done an excellent job. He expressed his appreciation for all the hard work and time the committee invested in this endeavor. He further stated that he would not let this project die. 00 065 WORKSHOP CITY COUNCIL MEETING WEDNESDAY, OCTOBER 12, 1983 PAGE 4 City Manager Bardell stated that the efforts of the Northgate Committee had been very well organized. Mayor Halter suggested that within the next two months a discussion of the recommendations be scheduled at a Workshop Session. Director of Planning Mayo stated that the staff is developing an implementation plan and will have it ready for the discussion. Mayor Halter suggested that the discussion be scheduled for the second Wednesday in January. Councilman Boughton suggested that the discussion be scheduled for the November 22nd meeting so that action on the recommendations can be taken by January. Mayor Halter concurred and requested that a discussion of the Northgate Committee recommendations be scheduled for the November 22nd meeting. Councilman Runnels moved to accept the Northgate Committee Report and to commend the Committee for its efforts. Councilman Reinke seconded the motion which passed unanimously, 7-0. Councilman Reinke asked Director of Planning Mayo about the lack of cost estimates for a couple of items. Director of Planning Mayo stated that the staff did not have sufficient information available to make the estimates. Agenda Item No. 6 - Consideration of Request for Additional Funding from General Fund Contingency for the Merit Pa~ Study. Assistant City Manager VanDever presented the item. He stated that the merit pay study will be complete within 30-45 days. He explained two areas in which the expenses incurred were greater than anticipated. He stated that in the area of job descriptions he had anticipated relatively little work; however, the job descriptions required significant time. He stated that after negotiations with Mr. Waters an agreed-upon adjustment of $9,000.00 was proposed. He further stated that travel expenses of approximately $11,000.00 are expected over and above the fees. He explained that these expenses had not been requested in the original appropriations request because it was not possible to estimate an accurate amount. He suggested that the additional $20,000.00 be funded from the following contingenncy funds: $12,000.00 from General Fund; $6,000.00 from Utility Fund; and $2,000.00 from Sanitation Fund. Councilman McIlhaney asked if any other proposals for the merit pay study were received. 00 066 WORKSHOP CITY COUNCIL MEETING WEDNESDAY, OCTOBER 12, 1983 PAGE 5 Assistant City Manager VanDever stated that one other proposal had been received. Councilman Reinke asked if there is a letter of agreement or contract which made stipulations for the job descriptions. Assistant City Manager VanDever stated that he had talked with the consultants beforehand and he had indicated to them that the job descriptions were in better shape than they actually were. Councilman Reinke asked why Waters-Trego was chosen over the alternate proposal. Assistant City Manager VanDever stated that Waters-Trego was better qualified. He explained the process of evaluating the job descriptions. Councilman Runnels asked if the job descriptions are written in terms that are easily understood. Assistant City Manager VanDever stated that the staff committees had put together the evaluation criteria. He expressed his opinion that the project has gone exceptionally well and that he is pleased with the choice they made. Councilman Runnels stated that he would have thought that a firm with Waters-Trego's experience could have provided cost estimates and he stated that he would prefer the city not enter into any more cost-plus contracts. Mayor Halter suggested that yearly revisions of the job descriptions be performed. Assistant City Manager VanDever stated that the job descriptions will be changed each time the job changes. Councilman Runnels moved to fund the additional $20,000.00 for the Merit Pay Study from the following contingency funds: $12,000.00 from General Fund; $6,000.00 from Utility Fund; and $2,000.00 from Sanitation Fund. Councilman Boughton seconded the motion which passed unanimously, 7-0. Prior to adjournment, Mayor Halter noted that a letter was received from the CSISD School Board in favor of the annexation and that the staff had furnished the Council with a Fiscal Impact Study relating to the proposed annexation.
