COUNCIL MEMBERS PRESENT: Mayor Halter, Councilmen Prause, Runnels, Ringer, Boughton, Jones, Nemec COUNCIL MEMBERS ABSENT: None STAFF PRESENT: City Manager Bardell, Asst. Councilman Ringer asked if Director of Capital Improvements Ash could check with Traffic Engineer Black on the traffic questions he had given him previously. Director Capital Improvements Ash replied that Mr. Black has been ill but as soon as he is back, he will have him answer his questions. Agenda Item No. 2 - Discussion of Plan 2000. City Planner Mayo presented the item to the council. He indicated that the staff is not requesting approval or adoption of either of the 2 plans shown. They are in the process of assembling a brochure on Plan 2000 which will be available to citizens. City Planner Mayo presented 2 maps, one developed by his department and one completed by Snyder and Wise, Planning Consultants. He showed various areas on the staff's map which has been revised for various reasons including the Northgate area which has had many questions raised by the council and citizens. Priority areas were shown as undeveloped areas where the proposed land use has been revised for future development. On the staff's map, the Northgate area has been revised from high density residential to medium density residential. High density in the Northgate area has been causing problems in sewage, road, and people capacity. City Planner Mayo continued to present the changes that have been pmoposed on the staff map. Mr. Mayo answered questions from the council regarding density capacity in various areas. He indicated that many changes proposed 00381 SPECIAL CITY COUNCIL MEETING WEDNESDAY, MARCH 2, 1983 PAGE 2 by the staff map were based on information recently obtained from completed stu~s not available earlier when the Snyder and Wise map was being developed. Councilman Runnels requested that a grid, with spacing of approximately 1 mile to a mile and a half, be used in designing a map. He suggested extending Welsh Street to the south to connect to future access roads and providing a major North/South arterial on the south and west sides of the airport to alleviate some of the county traffic. City Planner Mayo stated that there is a possibility that a regional aiport will be located at the old Bryan Air Force Base. The staff has discussed the possibility of creating a major arterial that would run from FM 60 to the Bryan Air Force Base. Councilman Nemec asked various questions on proposed annexation areas in which City Planner Mayo replied would be annexed based on the growth of the city in 20 years. Councilman Runnels stated that the comprehensive plan should be made clear that it only an advisory plan to the council. City Attorney Denton stated that the council should have a distinct reason for changing or amending the general zoning ordinance even if their decision is not consistent with the plan. Councilman Runnels suggested that the plan be more specific and consistent in future designing. Councilman Nemec asked why the land along Hwy. 30 is shown as high density when there are current traffic problems in the area. City Planner Mayo replied that most of the land is located in the flood plain and would probably not be developed as high density. Councilman Ringer suggested that the land along Hwy. 30 be shown as Medium Density if it will probably be built as such. After further discussion by the council, Councilman Ringer moved to direct the staff to prepare a Land Use Map according to the suggested revisions the staff has indicated and to redesignate the area along Hwy. 30 as Medium Density. Councilman Runnels seconded the motion which passed unanimously.
