COUNCIL MEMBERS PRESENT: Mayor Halter, Councilmen Prause McIlhaney, Reinke, Runnels COUNCIL MEMBERS ABSENT: STAFF PRESENT: Councilmen Anderson, Boughton Assistant City Manager VanDever, Community Center Director Calliham, Parks Director Beachy, Traffic Engineer Black, Deputy Finance Director Schroeder, Council-Coordinator Jones. VISITORS PRESENT: See guest register. Agenda Item No. 1 - Signing of proclamation designating the week of October 23, 1983, through October 29, 1983 as "American Energy Awareness Week" in College Station. Mayor Halter removed this item at the request of the Energy Department. stated that Tim Layne, Energy Specialist, will present the item to the Council at the October 12th Workshop Meeting. He A~enda Item No. 2 - Discussion of Wall Han~in~ for the City Hall Addition. Peggy Calliham, Director of the Community Center, presented the item. Helen J. Finney, the artist, described the proposed wall hanging. Assistant City Manager VanDever stated that the $1600.00 for the wall hanging will be financed from the Hotel/Motel Contingency Fund's allocation for the arts. Souncilman Runnels expressed his concern about the availability of funds. ~ssistant City Manager VanDever stated that the one percent of the [{otel/Motel Contingency Fund allocated to the arts had not been totally utilized; therefore, the funds are available for the wall hanging. ~ouncilman Reinke asked when the wall hanging could be completed. }Is. Finney stated that the proposed wall hanging could be completed before the City Hall Addition is scheduled to open. 00 051 WORKSHOP CITY COUNCIL MEETING WEDNESDAY, SEPTEMBER 21, 1983 PAGE 2 After further discussion, Councilman Runnels moved to allocate $1,600.00 from the Hotel/Motel Contingency Fund for the proposed wall hanging for the new city hall addition. Councilman Prause seconded the motion which passed unanimously, 5-0. A~enda Item No. 3 - Report on Traffic Signalization S~stem. Traffic Engineer Black presented a status report on the traffic signalization system in College Station. He pointed out on the map the signals under construction. He stated that the City of College Station installs its own signals at a cost of between $30,000.00 and $35,000.00 for each intersection and explained that the major advantage of installing the signals is that it makes tying in to the City's computer system much simpler. Traffic Engineer Black stated that the traffic signals proposed in the 1981 bond package were developed with very little data. He explained that the State issues warrants based on traffic counts and recommended that additional traffic counts be implemented at all intersections that are not completed. Councilman Reinke asked Traffic Engineer Black if the traffic counts could be implemented by his staff. Traffic Engineer Black answered affirmatively. Councilman Reinke asked if it would be desirable to prevent traffic traveling east on Hwy 30 from turning left into the Safeway parking lot. Traffic Engineer Black stated that the signal at Kyle South and Hwy 30 will help that situation. Councilman Prause asked what the plans are for the intersection at Dominik and Texas Avenue. Traffic Engineer Black explained how that intersection is affected by other traffic signals in the area. He stated that if a signal were installed at Dominik and Texas the saturation problem on Texas Avenue would increase. Traffic Engineer Black stated that the light at Kyle South and Hwy 30 is intended to help redistribute traffic traveling on Texas Avenue to Hwy 30. Councilman Runnels requested that the green lights for the cross streets at all Jersey Street intersections be lengthened.
