COUNCIL MEMBERS PRESENT: Mayor Halter, Councilmen Boughton, McIlhaney, Prause, Anderson, Reinke, Runnels COUNCIL MEMBERS ABSENT: None STAFF PRESENT: City Manager Bardell, City Attorney Denton, Deputy City Secretary/Council Coordinator Martin, City Secretary Jones, Finance Director/Asst. City Manager VanDever, Deputy Finance Director Schroeder, Personnel Director Gray, Building Official Perry, Administrative Asst. Nowlin, Tax Assessor-Collector Dickson, Director of Capital Improvements Ash VISITORS PRESENT: See guest register. Agenda Item No. 1 - Council Concerns. Councilman Runnels asked if the city employs crossing guards for the schools. He pointed out that there is not a guard on duty in the afternoon at South Knoll School, Boswell and Langford, or Langford and Haines Sreets. City Manager Bardell replied that the city does employ some of the crossing guards. He believed that the schools are responsible for those locations but would check. Councilman Reinke stated that a crossing guard is present only in the morning and not in the afternoon at College Hills Elementary. Councilman Boughton pointed out that the "Welcome to College Station" sign south of town is in need of repair. She asked when the city limit sign on Hwy. 30 will be moved out to Harvey since that area has been annexed. She also pointed out that a proposal for a Teen Center to be located in the old shop building next to the Community Center, will be brought to the council in the near future for consideration of renovating the building. Councilman Anderson stated that the proposal for the Teen Center was discussed at length at the Parks Board meeting and a recommendation will be presented to the council soon. Mayor Halter stated that the annual Texas Municipal Institute meeting will be held on June 4th and 5th. If any members of the council are planning to go, they should notify Council Coordinator Martin for reservations since there will be limited airline flights. Councilman Prause asked about the city's policy on picking up grass clippings. He has received numerous calls about trash not being picked up. 00385& WORKSHOP CITY COUNCIL MEETING WEDNESDAY, APRIL 13, 1983 PAGE 2 City Manager Bardell replied that the policy for special trash pick up is limited to when the Sanitation Dept. can circulate a trash truck for citizens who who have called and requested the service. The Sanitation Dept. cannot pick up grass clippings, etc. along with regular garbage collection because doing so overloads the truck and causes numerous trips to the landfill. Councilman McIlhaney stated that the Brazos Beautiful organization will be having "Beautify Brazos County Week" and asked if College Station will have trash containers available for citizens to dump garbage. Agenda Item no. 2 - Consideration of cost of living increase. Deputy Finance Director Schroeder presented the item. He stated that a survey of salaries and benefits in the local job market has been completed and the research indicates that the Consumer Price Index was about 3.9% for 1982. He recommended a 2% cost of living increase for city employees. City Manager Bardell included that a decision package providing for a study of a true Merit System will be presented in the upcoming budget. Mayor Halter pointed out that a decision needs to be made on the cost of living increase at this time to allow the budget process to be completed. The Council discussed the current pay system and solutions or changes that need to be made. Mayor Halter stated that this item will be considered at the Regular City Council Meeting on April 14, 1983. A_~enda Item No. 3 - Consideration of council committee assigments. Mayor Halter stated that new committee assignments are needed so that the new councilmembers are included. The Council moved to closed session and later reopened to the public. Agenda Item No. 5 - Action on closed session. No action was taken. ~enda Item No. 6 - Adjourn.
