COUNCILMEMBERS PRESENT: Mayor Halter, Councilmen Boughton, McIlhaney, Reinke COUNCILMEMBERS ABSENT: STAFF PRESENT: Councilmen Anderson, Prause, Runnels City Manager Bardell, Director of Capital Improvements Ash, City Attorney Denton, Director of Planning Mayo, City Engineer Pullen, City Secretary Jones, Council Coordinator Jones VISITORS PRESENT: Brazos County Commissioner Bill Cooley, Media Representative Tom Taschinger The meeting convened in the parking lot by the College Station City Hall. Agenda Item No. 1 - Tour of area under consideration for annexation. Councilmembers, Staff and Visitors toured areas adjacent to the southern and western boundaries of College Station. Westerly developments visited adjoined FM 60, Dowling Road and Grant Road. Director of Planning Mayo explained the obstacles that would be confronted in any attempt to expand the city limits to the west. Significant difficulties would include the provision of sewage treatment facilities, the issue of getting easements and right-of-ways from the large number of property owners who would be involved, and the expense of bringing streets up to city standards. The tour continued to the areas discussed at the September 8th public hearing on proposed annexation. Attention was given to the extent of construction activity underway in areas south of the City. Director of Planning Mayo pointed out that the developers in some cases are not meeting city standards although aware of them, and the city staff has no authority to enforce municipal codes until the land is within College Station boundaries. Director of Planning Mayo stated that a fiscal impact analysis is being prepared to project the financial effects of annexation, but it will not show what additional costs could result if action on this matter is postponed. Director of Capital Improvements Ash pointed out the site of the elevated water storage tank to be built at Texas Avenue and Greens Prairie Road. Notice was given to the area that the Planning and Zoning Commission does not recommend for annexation because of the location of a gas ~rocessing facility. Director of Capital Improvements Ash showed how a dense growth of trees provides a natural buffer between the landfill site and the road fronting the industrial site, and remarked on the design and operation of the landfill.
