SPECIAL CITY COUNCIL MEETING
FRIDAY, AUGUST 19, 1983
4:00 P.M.
COUNCIL MEMBERS PRESENT:
Mayor Halter, Councilmen Boughton,
Prause, Anderson, McIlhaney, Reinke, Runnels
COUNCIL MEMBERS ABSENT:
STAFF PRESENT:
None
City Manager Bardell, Assistant City Manager
VanDever, City Attorney Denton, Assistant City
Attorney Locke, Council Coordinator Jones.
VISITORS PRESENT: See guest register.
Agenda Item No. 1 - Discussion and Consideration of Hydroelectric Pro~ect.
Agenda Item No. 2 - EMERGENCY ITEM: Closed session to discuss pending
litigation [6252-17(e)].
Councilman Anderson moved to declare Item No. 2 an emergency situation.
Councilman Boughton seconded the motion which passed unanimously, 7-0.
The Council moved to closed session and later reopened to the public.
Agenda Item No. 3 - EMERGENCY ITEM: Action on closed session.
Councilman Boughton moved to authorize the City Staff to pay Gulf States
$50,000.00 for the first right of refusal option and to continue
negotiations with TRA.
Councilman Runnels seconded the motion which passed unanimously, 7-0.

Mayor Halter adjourned the meeting.
