Agenda Item No. 1 - Si~ning of a proclamation designating the week of September 17 through September 23, 1984 as "Constitution Week" in College Station, Texas. Mayor Halter signed a proclamation designating the week of September 17 through September 23, 1984 as "Constitution Week" in College Station, Texas. Ms. Tar.my Tiner and Mrs. E.A. Whitley were present to accept the proclamation. Agenda Item No. 2 - Council Concerns. Councilman Reinke stated that a serious pedestrian traffic problem exists at the intersection of Wellborn Road and West Main Drive, particularly during the noon hour. She requested that the Police Department patrol the area more intensively during the lunch hour. Councilman Runnels asked about the status of the street sweeper, which was approved in the budget. City Manager Bardell stated that bids were taken and the Council approved the bid for the street sweeper several weeks ago. He noted that the new street sweeper has been ordered. Councilman Runnels referred to a letter from Mr. Jerry Cooper concerning a traffic situation which exists on Holleman. Mayor Halter stated that a discussion of this situation has been scheduled on the Workshop Meeting agenda, September 26, 00A 97 WORKSHOP CITY COUNCIL MEETING WEDNESDAY, SEPTEMBER 12, 1984 PAGE 2 He noted that the Highway Department is going to be represented at the meeting to answer questions concerning this situation and several others. Councilman Boughton expressed her concern with the Council not picking up their packets on Friday as they had requested. Councilman Prause stated that a house on Dominik was purchased by a fraternity and presumably more than eight to ten people are living at the residence. City Manager Bardell stated that city ordinance allows only four unrelated people to occupy a single residence, but the difficulty with enforcement arises when trying to determine who is actually living at the residence. Councilman Anderson stated that the crosswalk at the intersection of Texas Avenue and Jersey has not been repainted. Councilman McIlhaney stated that she had been contacted by a citizen living in Southwood Valley concerning maintenance of the Bee Creek drainage ditch. She questioned when it is scheduled to be cleaned out again. She asked about the status of the Comprehensive Drainage Plan that the city and its consultants have been working on. Mr. Mike Hachtman expressed his pleasure at returning to the City of College Station as its Student Government Liaison to the City Council. City Manager Bardell stated that the city needs to appoint a representative to the Brazos Valley Arts Council to replace Councilman McIlhaney, who has served for two years. Councilman McIlhaney stated that the Brazos Valley Arts Council meets once a month on a Tuesday at 7:00 P.M. She explained that the representative from the city provides input on disbursement of funds which are provided by the city. She noted that she could resume as representative in six months. Councilmen Reinke and Runnels volunteered to attend some of the meetings. 00 98 WORKSHOP CITY COUNCIL MEETING WEDNESDAY, SEPTEMBER 12, 1984 PAGE 3 A~enda Item No. 3 - Report from City Manager on Load Control Pro~ram. City Manager Bardell presented the item. He noted that in 1983 the peak was at 83 megawatts and the predicted peak for 1984 had been 92 megawatts. He pointed out that the peak thus far had registered exactly two days after the start of classes at TAMU at 80.04 megawatts, approximately 11.96 megawatts below the predicted peak for 1984. He noted that the success of the program indicates (1) that people are concerned about rising utility costs and (2) the cooperation and effectiveness of the press. He stated that a savings of approximately $300,000.00 will be realized as a result of this program. He further stated that Orlin Hecox has supplied the city with a Load Management Plan that will continue to save the city dollars. He noted that the city had been requested to prepare some materials on the program to submit to the Public Utilities Commission. He explained that the city is planning to change the method of street lighting from mercury vapor to low sodium, which will drop power demands by approximately two/thirds. He noted that the city is going to investigate the feasibility of changing vehicles from gasoline to propane. In closing he stated that the Load Control Program has made everyone extremely conscious of the many things than can be done to help control rising utility costs. A~enda Item No. 4 - First consideration of an ordinance ~rantin~ to McCaw BCS Communications, Inc. a franchise and privilege to build, use, maintain and operate a system for the p~r~ose of receiving, amplifying and distributin~ television signals in the City of College Station, Texas. City Attorney Locke presented the item. She noted that the Council is required to consider the draft of the amending ordinance three times. She explained that the amending ordinance had already been read once and approved, but subsequent changes made in the ordinance require that the process begin again. She listed the changes that were made in the proposed ordinance revising the cable TV franchise ordinance, as follows: (1) Addition of some clarifying language to the "Whereas" section the second from the last paragraph; (2) Addition of Section 19; and, (3) Addition of definitions for the terms "Programming Costs", "Bad Debt Write-Off", "Governmental Taxes" and "Copyright Fees". 00 99 WORKSHOP CITY COUNCIL MEETING WEDNESDAY, SEPTEMBER 12, 1984 PAGE 4 Mr. Joseph DiBacco, Regional Manager for McCaw B.C.S. Communications, Inc., stated that he had discussed the changes with the City Attorney and that McCaw is in complete agreement with the changes as proposed. Councilman Runnels moved approval of the first consideration of Ordinance No. 1546 granting to McCaw B.C.S. Communications, Inc. a franchise and privilege to build, use, maintain and operate a system for the purpose of receiving, amplifying and distributing television signals in the City of College Station, Texas, with the additions as noted by the City Attorney. Councilman Reinke seconded the motion which was approved unanimously, 7-0. Councilman McIlhaney asked if the city would be maintaining a file of complaints concerning cable TV service. City Manager Bardell stated that the city maintains a file of complaints, which are forwarded to the cable company by the city's Citizen Service Representative. A~enda Item No. 5 - Adjourn.
