Agenda Item No. 1 - Signing of a ~roclamation designating the week of November 11-16, 1985 as "Healthy Baby Week" in College Station, Texas. Mayor Halter signed a proclamation designating the week of Novem- ber 11-16, 1985 as "Healthy Baby Week" in College Station, Tex- as. Ms. Laurel Cannon, representing the March of Dimes, was pre- sent to accept the proclamation. Agenda Item No. 2 - Council concerns. Councilman Tongco reported a pothole at the entrance to the Windwood subdivision. In addition, she reported that a ridge has formed along the center of Woodcliff Drive, and questioned wheth- er the asphalt is disintegrating. She stated her intentions to meet with Director of Capital Improvements Ash to discuss matters concerning Gilchrist Street. Councilman Runnels stated that a citizen residing at 800-802 Dexter reported that there is a large amount of water standing in the alleyway. City Manager Bardell pointed out that the alleyway is city right-of-way and stated that the problem will be ad- dressed. Councilman Runnels asked about the current requirements for re- porting plans for being out of town to the Police Department. Director of Capital Improvements Ash explained that the current policy requires citizens to fill out forms providing information on the period of time that the residence will be vacant, names of individuals that will be frequenting the residence and other per- tinent facts. He pointed out that at the end of the designated WORKSHOP CITY COUNCIL MEETING WEDNESDAY, NOVEMBER 13, 1985 PAGE 2 time period a report is sent to the citizen delineating the ac- tivity at the residence and the number of visits made by the Po- lice to the residence. Councilman Boughton noted that the sidewalk construction on Southwest Parkway was started today. Councilman McIlhaney stated that a citizen had reported a problem with motor vehicles speeding on Munson Drive. She suggested that the Police Department intensify patrol in the area. She reported a major pothole on Southwest Parkway at the curb cut closest to McDonalds. She stated that several residents on Laura Lane had contacted her to report a timing problem with the signalized in- tersections at Southwest Parkway and Glade and Southwest Parkway and Southwood. Director of Capital Improvements Ash stated that the signals at these intersections have recently been put on-line and the staff is still working on establishing the proper timing for the sig- nals. He noted that the microprocessors that control these sig- nals are not tied into the city's main computers at this time. He stated that he would request Traffic Engineer Black to draft a memorandum to the Council concerning the activities related to these two intersections. Mayor Halter stated that he had drafted a memorandum to city staff concerning the transition of city managers and requested the Council to review it and make any comments. Agenda Item No. 3 - Presentation of re~ort from the College Sta- tion Industrial Foundation. Mayor Halter stated that the Council would convene in closed ses- sion to hear a portion of the presentation because of legal and financial considerations. Mr. E.W. Schultz began the presentation by the College Station Industrial Foundation. He stated that the Board of Directors has been meeting once a week in an attempt to develop a comprehensive program that will be used to develop, attract and create indus- trial and economic benefits for the local community. He stated that the discussions have focused on three different areas as follows: (1) establishment of the Foundation's organizational structure, defining how it will interact among its members, in- teract with the City Council and interact with the city; (2) de- velopment of a comprehensive program with goals that are ambi- WORKSHOP CITY COUNCIL MEETING WEDNESDAY, NOVEMBER 13, 1985 PAGE 3 tious and durable; and, (3) analysis of the city's property with regard to the creation of an Industrial Park. He stated that the Board of Directors is requesting that the Council make a perma- nent commitment to the College Station Industrial Foundation and to its ideas and goals. He referred to the proposed marketing program which delineates the activities that will be initiated to attract and create job opportunities in this community. Mr. Dick Haddox outlined the proposed marketing program. He stated the Board's opinion that the marketing program should be well defined. He listed and explained four points encompassed in the proposed marketing program as follows: (1) development of prospects which will include a brochure mailout, devotion of time to attracting business from the Houston area, investigation of leads concerning potential prospects submitted by the East Texas Chamber of Commerce, the Texas Industrial Commission, creation of a direct advertising program and use of the different spheres of influence associated with the Foundation; (2) development of a source of volunteer manpower qualified to make calls on potential prospects; (3) commitment on the part of the volunteers to make the number of calls that are necessary; and (4) development of a system to monitor the calls being made. He explained that after the calls have been made they will be reported to the President of the Foundation, who in turn, will submit the information to the Board for discussion. He further stated that the Council Li- aison will be responsible for reporting the information to the City Council. Mr. Schultz reiterated that the marketing program will target the Houston area and will be aimed at attracting single entity busi- nesses. He stated that the program will not only be focusing on businesses suited for the College Station Industrial Park, but also, businesses suited for the entire Brazos Valley. He listed several segments of the comprehensive program that will be impor- tant to the community as follows: (1) the ability to attract young companies; (2) the ability to raise dollars to maintain and help local companies in different ways; and, (3) the ability to create community awareness. Mr. Phil Springer explained the proposed program aimed at creat- ing community awareness. He stated that the program delineates the Foundation's activities directed at promoting economic and industrial development in the community. He stated his opinion that the news media should not be the only spokesman for the Foundation and listed the different aspects of the proposed pro- gram as follows: (1) establishment of a newsletter to the citi- WORKSHOP CITY COUNCIL MEETING WEDNESDAY, NOVEMBER 13, 1985 PAGE 4 zenry; (2) development of a boosters group which will include the volunteers making the calls; (3) development of a presentation depicting the comprehensive program to be shown and distributed throughout the community; and, (4) establishment'.of a program aimed at reaching individuals within the Texas A&M University System who have contacts across the country. He further stated that the Board's intent is to keep the Council aware of its ac- tivities and keep the communication lines open. Mr. Schultz stated that the community awareness program will help make the citizens of this community sensitive to the fact that they may be a lead in obtaining a potential prospect. In addi- tion, he stated that the program will help educate the community about what industrial and economic development means to them. He stated that Mr. Dennis Goehring, President of the College Station Industrial Foundation, developed an Economic Development Model to show the citizens and Council what it can mean to the community when businesses locate in this area. Mr. Dennis Goehring provided a brief explanation of the Economic Development Model. He noted that the future is predicated on the past; therefore, future decisions must be based on what has hap- pened in the past. He stated that by examining the Economic De- velopment Model it can be deducted that the dollars invested by the City of ~ryan in the Brazos County Industrial Foundation Park have been amply repaid. He illustrated how economic and indus- trial development affects the city by comparing sales tax reve- nues over the last ten years. Mr. Schultz offered to entertain questions from the Council con- cerning the presentation prior to convening in closed session. Councilman Tongco asked when the brochures were mailed. Mr. Schultz stated that they were mailed out two weeks ago. Councilman Tongco asked Mr. Shultz to explain how prospective businesses must qualify. Mr. Schultz replied that the Board has determined that their task is to create a situation in College Station that reflects the community. He stated that the indus- tries they will be looking at will be more restrictive in nature than those which would locate in the Bryan Industrial Park or BCIF Park. In addition, he stated that the business must qualify from a physical standpoint, such as, their people and their fi- nancial capabilities. Mr. Goehring stated that the Board is investigating the services of different companies and reviewing their success rate. Mr. Schultz stated that the Foun- dation will be coordinating these types of efforts through the Chamber of Commerce. The Council exercized their right to convene in closed session and later reopened to the public. No action was taken. ATTES~T: A Dian Jo~, City Secretary Agenda Item No. 4 - Adjourn.
