HomeMy WebLinkAbout10/26/1986 - Special Minutes City Council MINUTES CITY COUNCIL RETREAT SAN LUIS HOTEL, GALVESTON, TEXAS OCTOBER 26, 27, 28, 1986 COUNCIL MEMBERS PRESENT: COUNCIL MEMBERS ABSENT: STAFF PRESENT: VISITORS PRESENT: Mayor Ringer, Councilmen Boughton Bond, Tongco, Haddox, Brown, Jones None City Manager Cole, City Attorney Locke EAGLE Reporter Kathy Thomas October 26, 1986 Mayor Ringer opened the meeting at 1:00 p.m. General discussion included topics of interest such as Economic Development, Restrictive Codes, and Capital Recovery Fees. The Council decided to ask the Planning and Zoning Commission to study the undeveloped area in the southern portion of the City (near the Industrial Park) and to recommend appropriate develop- ment, etc. The Capital Improvements Committee of the Council will work with city staff to develop a proposal for capital recovery fees. The proposal will come before Council for discussion and possibly for a public forum. The Council moved to closed session to discuss personnel [6252-17 (2)(g)] and land acquisition [6252-17(2)(f)]. No action was taken. Council members concurred to recess until the following day. October 27, 1986 Mayor Ringer continued the meeting at 8:30 a.m. Topics discussed were the Organization and Management Study, Consulting Policy and Consultants. 905935 CITY COUNCIL RETREAT OCTOBER 26, 27, 28, 1986 PAGE 2 The Council discussed various city boards and commissions. A concern was that the Ambulance Advisory Committee was no longer necessary. It was also decided that the City Affairs Committee of the Council would monitor the ColleGe Station Library opera- tion. The charge of other committees, particularly the Teen Center and Community Center Advisory Boards, were to be examined and modified if necessary to insure that they are advisory and not management. The Council noted a need to have orientation meetings for city boards and commissions. It was suGqested that the Planning and Zoning Commission and the Zoning Board of Adjustment meet with the Council shortly after members are appointed. The Mayor or a councilmember should meet with each of the other boards or com- missions. The Mayor will examine the Orientation Handbook to bring it up-to-date. The Council directed the City ManaGer to advertise for proposals from enGineerinG firms desiring to provide enGineerinG services to the City.
