HomeMy WebLinkAbout04-23-87-14 - Resolution - 04/23/1987RESOLUTION NO. 04-23-87-14 A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT BETWEEN THE CITY OF COLLEGE STATION AND THE ~ETIRED SENIOR VOLUNTEER PROGRAM. WHEREAS, on the 23rd day of April, 1987, the City Council met in its reoular meetino and considered a proposed con- tract between the City of Colleqe Station and the Retired Senior Volunteer Proaram for the use of volunteers from the Retired Senior Volunteer Proaram in various capacities by the City; and ~HEREAS, the City of Colleae Station City Council has de- termined that the use of volunteers from the Retired Senior Volunteer Pro~ram would be in the best interest of the City; NOW, THEREFORE, BE IT RESOLVED By the City Council of the City of Col]eoe Station, Texas, That the Mayor is hereby authorized to enter into the Aareement attached hereto authorizino, the City to use volunteers from the Retired ,,.. APPROVED: 06153 AGREEMENT THE STATE OF TEXAS COUNTY OF BRAZOS This is an agreement by and between the RETIRED SENIOR VOLUNTEER PROGRAM of the Brazos County Community Council and the CITY OF COLLEGE STATION. WHEREAS, the RETIRED SENIOR VOLUNTEER PROGRAM is a program of the Brazos County Community Council to provide volunteers throughout the community; and WHEREAS, the CITY OF COLLEGE STATION has agreed to accept volunteers from the Community Council; NOW THEREFORE, the parties hereby agree as follows: 1. The CITY OF COLLEGE STATION will provide a program coordinator for the CITY OF COLLEGE STATION who will be responsible for the assignment of volunteers to individ- ual departments. These departments will be known as "Volunteer Stations". An individual in each department will be designated as station representative. The station representative will be responsible for the instruction and supervision of the Senior Volunteer assigned to that station. 2. The Coordinator will provide a list of planned assign- ments, which list can be updated from time to time. 3. The RETIRED SENIOR VOLUNTEER PROGRAM will provide orientation about the RSVP for the: a. Volunteer Stations' representatives. b. Recruit and interview Senior Volunteers before referring them to the Volunteer Coordinator. c. Participate in interviews of Senior Volunteers with the Coordinator before placement; if required, will participate in a subsequent interview of the Senior Volunteer with the Coordinator and Station Represen- tative before placement. d. Review assignments to determine acceptability for its volunteers. -- ~ 06154 Se The Volunteer Coordinator with the assistance of the Volunteer Station will: a. Provide orientation concerning the station and individual assignments for senior volunteers. b. Have an opportunity for an interview with each Senior Volunteer before placement. c. Provide each Senior Volunteer with a brief written description of his or her assignment. Assist with volunteer report forms. Meals __ a. The Volunteer Station will provide the volun- teer with meals occurring during volunteer service. __ b. The Volunteer Station will partially partici- pate in a provision of such meals as follows: X c. The RSVP will provide reimbursement to Senior Volunteers for such meals. X d. The Senior Volunteers will provide their own meals. e. Other: Transportation -- a. The Volunteer Station will provide transporta- tion for Senior Volunteers between their homes and the Volunteer Station or their assignment. __ b. The Senior Volunteer will provide his/her own transportation. f. Other: 7. Other Out-of-Pocket Expenses These will be reimbursed by the CITY OF COLLEGE STATION as follows: 10. Ce Insurance Coverage Senior Volunteer accident insurance will be provided by the RETIRED SENIOR VOLUNTEER PROGRAM. Separation From Volunteer Service The CITY OF COLLEGE STATION may request the removal of a Senior Volunteer. The RETIRED SENIOR VOLUNTEER PROGRAM may recall a Senior Volunteer. A Senior Volunteer may resign from service to a Volunteer Station or from the RETIRED SENIOR VOLUNTEER PROGRAM. Discussion of indi- vidual separations will occur b=tween RSVP staff, the Volunteer Coordinator for the CITY OF COLLEGE STATION, the Volunteer Station, and the Senior Volunteer to clarify the reasons therefor, or resolve any conflicts. The Volunteer Station a. The CITY OF COLLEGE STATION Volunteer Consultant and RSVP staff may confer in order to assess the prog- ress and needs of the program. The Volunteer Station will assist in making investi- gations and preparing such reports as requested regarding accidents involving Senior Volunteers. The Volunteer Station will not assign nor request Senior Volunteers to conduct or engage in religious, sectarian, or political activity, or instruction. DATED this .~~ day of Senior Volunteers that they will not participate, conduct, or engage in religious, sectarian, or political activity or instruction during the time in which they are performing services for the CITY OF COLLEGE STATION. d. The Volunteer Coordinator or Station will not assign volunteers to any assignment which would displace employed workers. The CITY OF COLLEGE STATION will actively comply with the provisions of Title 6 of the Civil Rights Act of 1964, and Section 504 of the Rehabilitation Act of 1973. The Volunteer Station will provide or pay for the cost of transportation it may require of Senior Volunteers in the course of carrying out any assignments which necessitate transportation.
