the City of College Station, in order to meet the needs of its
electric consumers, purchases power at wholesale under rates
regulated by the Federal Energy Regulatory Cc~nission (FERC);
bulk power supplies, including wholesale power purchases, com-
prise approximately three-quarters of the costs that are ulti-
mately paid by retail electric consumers; and
WHEREAS, when wholesale suppliers seek rate increases at the FERC they
receive interim rate relief; add
WHEREAS, when wholesale custcmers seeking rate reductions receive no re-
lief until the slow-moving regulatory process is complete; and
~/~EAS, effective regulation is necessary to protect electric consumers
from paying excessive rates; add
the P==gulatory Fairness Act of 1987 has been introduced in the
United States Congress to correct this inequity by granting
FERC the authority to order refuD~s of overcharges paid by
sale customers during rate reduction proceedings; and
WHEREAS, these funds could represent substantial savings for the electric
consumers of the City of College Station; and
the Regulatory Fairness Act was approved by the House of Repre-
sentatives on October 27, 1987 and awaits action in the Senate
Energy and Natural P~sources Cc~nittee.
NOW, THEREFORE, BE IT RESOLVED THAT the City of College Station supports
prompt enactment of the Regulatory Fairness ~t.
BE IT FJRTHERRESOLVED, that this resolution be transmitted to the
of our State, the leadership of the Senate Energy and Natural
Resources Cc~nittee, and the chief sponsors of this legislation.
