HomeMy WebLinkAbout09/26/1988 - Joint Minutes City Council MINUTES CITY COUNCIL SPECIAL JOINT MEETING WITH THE CITY OF BRYAN REPORT FROM WAR ON DRUGS COMMITTEE MONDAY, SEPTEMBER 26, 1988 12:15 COLLEGE STATION MEMBERS: Mayor Ringer, Councilmembers Haddox McIlhaney, Schneider. Gardner. Brown BRYAN MEMBERS: Mayor Tare, Councilmembers Catlin. Chavarria, Reese, McQuaide, Aycox Hardeman STAFF PRESENT: CS City Manager Ragland. Bryan City Manager Clark. CS Assistant City Attorney Banks, Bryan City Attorney Andron, CS City Secretary Jones, Bryan City Secretary Mallett, CS Police Chief StroDe, Bryan Major Lee Freeman Mayor Ringer opened the meeting. War on Drugs Committee Chairman David Branham introduced the members of the Committee: Anne Hazen, Cathy Conlee, Linda Richardson, Don House, Doug Marwitz, and Larry Duckworth. Mr. Dennis Reardon was unable to attend the meeting. A report was delivered to each council member prior to the meeting. Mr. Branham stated that each council directed the Committee to investigate the drug situation in the community. He explained that the primary source of information consisted of interviews with representatives from the law enforcement agencies from the city and county, treatment professionals and educators. Mr. Branham discussed the findings of their investigations and their recommendations. He thanked that Councils for the oppor- tunity to be of service to the community. Mayor Ringer noted that the Committee reported that the general public was apathetic. He asked what sources contributed to this statement. Mr. Branham replied that this apathy may be that citizens lack knowledge of the drug problem, persons isolate themselves from the problem, and public education is lacking. Efforts should be initiated to make the public aware. Mayor Tare commented that he was unaware of the high percentage of drug related crimes in the community. Bryan Councilman Catlin asked if the Committee looked into the city's allocation of funds through agencies such as MHMR. Mr. Branham replied that the Committee did not have available time ' 6908 City Council Special Meeting Monday, September 26. 1988 to look into treatment programs which must be supported as well as the education area. Police Chief Strope addressed the Council on the subject of teens and their knowledge of who are the suppliers and users of drugs. Councilman Brown pointed out that the teen hotline has indicated that many persons do not know how to tell the signs or do not want to admit that they know someone close who uses drugs. Mayor Ringer indicated that it would be appropriate for the Councils to pass a resolution showing their support to fight this problem, to the Senators and Representatives who represent this area. Councilman Schneider inquired about the University's coopera- tion in the drug problem and he pointed out that the University could be a major resource. Mr. Branham replied that the Com- mittee found that usage on campus was relatively low. Chief Strope added that University communities tend to be more susceptible to the drug problem. Bryan School District Mr. Guy Gordon made a few comments about the report. Councilman Gardner asked if the Committee contacted other cities who are addressing this problem effectively. Mr. Branham replied that he spoke with the City of Waco and they are satisfied at the police level, their drug growth problem has slowed down. Mr. Branham concluded by stating that the committee encourages the city councils to continue the efforts of the committee on a long-term basis. Mrs. Anne Hazen added that one issue which was not addressed at this meeting was the concern that the courts should pay close attention to the persons who are serving sentences for drug related crimes. Mayor Tare thanked the committee for their time and efforts, and expressed desire for the committee to move forward. Mayor Ringer concurred. Councilman McIlhane¥ commented that she hoped the Councils will agree to expand the charges of this committee or approve another committee to continue addressing this problem.
