A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AN AGREEMENT
WITH THE BRAZES VALLEY COMMUNITY ACTION AGENCY IN ORDER
THAT THE COMMUNITY DEVELOPMENT PROGRAM MAY RECEIVE
WEATHERIZATION PROGRAM FUNDS AND BECOME INVOLVED IN THE
WEATHERIZATION PROGRAM ACTIVITIES.
WHEREAS, the City of College Station has a Community
Development Program for the improvement of low income
housing in the City of College Station; and, "
persons to make weatherization repairs to their homes;
and,
WHEREAS, City of College Station Community development
Program is eligible in its contracts to allocate a
portion of its construction to weatherlzation repairs;
WHEREAS, Brazes valley community Action Agency receives
U.S. Department of Energy Weatherization Program funds on
an annual basis; and,
WHEREAS, these funds are available to assist low income'..

NOW, THEREFORE, BE IT RESOLVED By the City Council that
the Mayor of the City of ColleGe Station is hereby
authorized to enter into an agreement with the Brazos
Valley Community Action AGency for the purpose of
providing specific weatherization services to eligible
homeowners and receiving U.S. Department of EnerGy
Weatherization ProGram Funds from the Brazos Valley
community Action AGency.

DISABILITY REVIEW COMMITTEE
It is the policy of the City of College Station to address
the physical ability of its employees as a basis for meeting
its business requirements. In order to make effective use
of budgeted funds, the City must balance the needs of the
department in meeting its goals with the ability of the
individual employees to perform his job function. It is
further the policy of the City of College Station that in
order to meet its business requirements, the City may
terminate the employment of employees absent for an extended
period of time. Finally, it is the policy of the City of
College Station to provide adequate benefits to the
employee, in the event that it is determined that the
position must be filled.
PURPOSE:
The purpose of the Disability Review Committee is to
decrease the time and financial burden involved in returning
injured employee to a productive lifestyle. In an effort to
assist all parties in dealing with disabilities resulting
from injuries and illnesses, a Disability Review Committee
has been established. This committee will make periodic
evaluations to determine whether the employee is able or
will be able to perform the duties that constitute the
requirements of the job.
If it is determined the employee cannot perform the duties
of his present position, the Committee shall determine what
the employee is qualified to do with his existing disability
within the organization. The Personnel Department shall
determine if there are openings in the City for such
qualifications. The Committee will develop a rehabilitation
plan which is aimed toward the most effective restoration of
the employee with minimum physical and emotional residual
disability. If no openings in the City exist for the
employee's disability, the Committee shall recommend that
the employee may be separated due to the incapability of the
employee to perform the job for which he was hired.
The review process will be on-going as long as the condition
exists which precipitated such disability or rehabilitation
program.
The committee's decision will be a recommendation only. Any
action taken will be at the discretion of the Department
Head, who will file a written report within five (5) working
days with the particular Assistant City Manager, or
Executive Director, reporting the action taken or
justification for not taking the recommended action.

The normal channels from which cases for review would arise
consists of:
1. Workers' Compensation cases
2. Thirty (30) days absent from work
3. Department Head/Supervisor may request evaluation
4. Employee application for disability
5. Accident Review Board
COMMITTEE STRUCTURE:
The four (4) voting members consist of the Personnel
Director; City Attorney; Risk Manager, committee
chairperson;, and the Department Head of the employee being
reviewed. Advisory members consist of the Payroll Manager,
the Safety Committee chairperson, Division Heads and/or
other persons whom the Committee feels would provide
necessary input in a given review.
