July 10, 1950
The City Council met in regular session at 7s30 P.M., July 10, 1950, with
the following members presents Mayor Langford; Councilmen Padgett, Fitch,
Halpin, and Orr; City Attorney Barger; City Secretary McGinnis; City Manager
Rogers; and Assistant City Secretary Boswell.
The following visitors were presents J. H. Sorrells, Joel Austin from the
Battalion and Douglas Lancaster from the Bryan News.
In lieu of reading the minutes of the last Council meeting, Mayor Langford
made a digest of the most important actions taken by the Council at that time.
Councilman Halpin made a motion, seconded by Councilman Radgett, that the
Council adopt Ordinance No. 146; an ordinance granting to the Southwestern
States Telephone Company, a corporation, its successors, and assigns, the
authority to establish as of July 11, 1950 a new schedule of monthly rates for
local telephone service in the City of College Station, Texas.
The Council vote was unanimous in favor of the motion.
Councilman Orr made a motion, seconded by Councilman Fitch, that the
Council adopt Ordinance No. 147; an ordinance receiving certain territory
adjoining the limits of the city into and incorporating the same as a part
of the City of College Station, Texas.
The Council vote was unanimous in favor of the motion.
Councilman Fitch made a motion, seconded by Councilman Orr, that the
Council adopt Ordinance No. 148; an ordinance receiving certain territory
adjoining the limits of the city into and incorporating the same as a part
of the City of College Station, Texas.
The Council vote was unanimous in favor of the motion.
One sealed bid was received on Lot 1, Block 8, College Hills Estates,
as officially advertised and when this bid was opened the offered price was
so low ($25.00 bid from R. R. Rhodes) that councilman Radgett made a motion,
seconded by Councilman Orr, that the Council reject the bid..
The Council vote was unanimous in favor of the motion.
In a letter addressed to Mayor Langford, Mr. Roland Ring, manager of the
A. & M. Student Publications, stated that The Battalion was being published at
least once a week and would continue to do so. This unbroken chain was begun
in February, 1950, and by February, 1951, it can meet all the requirements of
becoming the official newspaper for the City of College Station.
Mr. Ring offered, for the Battalion, to print and bind 100 copies of all
City Ordinances and give them to the city.
Councilman Halpin made a motion, seconded by Councilman Radgett, that the
6ity Council accept, with thanks, Mr. Bing's offer to print and bind 100 copies
of all City Ordinances,
The Council vote was unanimous in favor of the motion.

Councilman Orr made a motion, seconded by Councilman Halpin, that the
Council designate the Bryan News as the official newspaper for this fiscal year.
The Council vote was unanimous in favor of the motion.
Mr. J. H. Sorrells, a resident of the Woodland section of College Hills
Estates, requested relief from the low water pressure in his area of the city.
Mr. Earl C. Cunningham requested the City to open Nunn Street into
Lincoln Avenue.
Councilman Fitch made a motion, seconded by Councilman Badgett, that the
street be opened,
The Council vote on the motion wase In favor of the motion, Councilmen
Badgett, Fitch, and Orr; against the motion, Councilman Halpin.
Councilman Halpin made a motion, seconded by Councilman Fitch, that the
City Manager be instructed to prepare and present to a called meeting of the
City Council to be held at some time prior to July 20, 1950, a comparative
study of the water rates now in force in the City of College Station and the,
new rates in force for the summer months in the City of Bryan.
The Council vote was unanimous in favor of the motion.
Messers Sam and Nathan Nevelow of San Antonio representing the Alfco Twin
Automatic Parking Meters and Mr. Meller representing the Automaton and the Miller
Manual Parking Meters discussed the merits of their several meters.
No Council action was taken on the purchase of parking meters.
Mayor Langford reported that he and the Rryan-College Traction Company had
come to an agreement on the operation of the shuttle busses within the City of
College Station. Four busses per day are now being operated to the south side
of the City.
Mayor Langford reported on a letter from Congressman Olin E. Teague in
reply to the Mayor's complaint to the Census Director as to the low tentative
report on the 1950 census count for the City of College Station.
Mayor Langford reported that Dr. t ""Irsh
