August 11r, 1950
The City Council met in regular session at 7:30 P. M. July.142 1950,
with the,following present: Mayor Langford; Councilmen Ames, Badgett,
Fitch, Halpin, and Orr; City Attorney Barger; City Secretary McGinnis;
City Manager Rogers; and Assistant City Secretary Boswell.
The following visitors were present at this meeting: J. H. Sorrels,
L. S. Dillon, P. A. Glick, M. H. Brown, Mrs. R. A. Downnard, Mrs. L. S.
Dillon, L. E. Winder, Sr., Joel Austin, Mrs. R. V. Andrews, R. V. Andrews,
W. M. Sparks, R. A. Darrow, Mrs. R, A. Darrow, R. G. DeBerry, D. B. Coper,
Ervin Smith, and Coulter Hoppess.
Mayor Langford made a brief comparison of the water rates now in'
effect in Bryan, and College Station. He,. also, reported on letters
pertaining to the preliminary census report for College Station.
Mayor Langford reported that the City had given the A. & M. College
the right to lay water mains on Boyett and Patricia Streets.
Councilman Halpin made a motion, seconded by Counci]mi.n Orr, that
the Council authorize Mayor Langford to sign a renewal note for
$3,000.00 in favor of the College Station State Bank.
The vote of the Council was unanimous in favor of the motion.
.City Manager Rogers was instructed to prepare three maps, one each
for the north, east, and south sections of the City, showing the typical
block numbers in these several sections as is proposed in the re-
numbering of the houses in the City. These maps will be posted in the
section to which they apply for a study by the citizens concerned.
City Attorney Barger was requested to look after the legal phase -
of the re -naming of streets and the re -numbering of houses'now under
considerption by the City.
A petition, with more than one -hundred signatures of residents
asking for better fire protection throughout the City, was presented
to the Council.
After an instructive and harmonious discussion of the subject of
the petition, Councilman Halpin made a motion, seconded by Councilman
Badgett, that Mayor Langford and Citizen Joe H. Sorrels work with a
committee from business and residents throughout the City to study the
best methods of improving the fire protection for the City. The
committee is to be chosen by Messers Langford and Sorrels.
The Council vote was unanimous in favor of the motion.

A petition, Urith about forty signatures, mostly business, requesting
the Council to employ a third policeman so as to give the City continuous
police service throughout the day and night, was presented to the Council.
Councilman Fitch made a motion, seconded by Councilman Orr, that the
Council advise the petitioners that the Council could not employ the
additional policeman at the present time.
The vote of the Council was unanimous in favor of the motion.
City Manager Rogers reported that pipe is on hand and the right-of-
way has been obtained for the College Hills sewer extension and that
installation will be made as soon as equipment for doing the work is
available.
Councilman Ba.dgett made a motion, seconded by Councilman Fitch,
that Mayor Langford be authorized to borrow enough money, in the name
of the City to pay for water pipe purchased and due to arrive about
September 1, 1950.
The Council vote was unanimous in favor of the motion.
Councilman Halpin made a motion, seconded by Councilman Ames,
that Mayer Langford write Mr. Roland Bing, Manager of the Student
Publications, commending Mr. Joel Austin, reporter for the Battalion,
for the very fine job he has done in reporting the actions of the
City Council.
The vote of the Council was unanimous in favor of the motion.
Messers Ervin Smith and Coulter Hoppess, of the Bryan -College
Traction Co., appeared before the Council and requested an increase
in transportation fares.
No action was taken on the request by the Council and Mayor
Langford was instructed to risk for a joint meeting with the Bryan
commission to discuss the request on August 25th.
Councilman Orr made a motion, seconded by Councilman Halpin,
that the City install, and pay the monthly rentals on, a telephone
in the residence of Policeman Bullock and list it as night police -
and not in the name of Mr. Bullock.
The Council vote was unanimous in favor of the motion.
Mayor Langford appointed a committee to work with Dr. F. B. Clark
on operating and bettering the sewerage disposal plant - the committee:
Dr. Clark, George Feagan, Ran Boswell, and Joe Orr.

Councilman Orr made a motion, seconded by Councilman Halpin,
that the City reimburse City Attorney Barger the stun of $655.65
for expenses incurred in codifying the Cities Ordinances.
The vote of the Council was unanimous in favor of the motion.
Mayor Langford announced a dinner meeting of the Council and
certain citizens to receive the report of Dean Bolton's report on
the Cities power problem.
