September 10 , 1951
The City Council met in regular session September 10, 1954 at
7:00 p.m. with the following presents Mayor Langford; Councilmen
Badgett, Boyar, Boyett, Halpin, and Orr; City Manager Rogers;
Assistant City Secretary Boswell, and City Secretary McGinnis.
Visitors included Frank Davis of the Battalion and Milton
Maloney of the Bryan News.
Minutes of the regular council meeting held on August 13, and
the special meeting held on August l3, were read and approved.
The Council tabled for Later consideration the question of
adjusting city limits in the Tauber area.
The Council set the regular October meeting, to be held on
October 9, to be a 11Dinner Meetingi0 at which't me Mr. Homer
Hunter will be invited to discuss his Sanitary Engineering Report
dated August 11 1951.
On motion by Councilman Orr, seconded by Councilman Boyer, the
City Manager was authorized to have the new City Charter printed
and made ready for distribution to each qualified voter within
the City.
On motion by Councilman Halpin, seconded by Councilman Orr, the
City Manager was directed to reimburse Dr. F. B. Clark in the amount
of $150.00 for each set of water and sewer connections in Southeast
College Fark, in accordance with the policy of the City with respect
to granting applications for public utilities services for areas
outside the City and to reimbursing developers for cost of utility
lines; and to pay Dr. Clark $150®00 for each future sot of connections
in said area until a total of $4,200.00 has been paid, which amount
represents the price at which Dr. Clark will deed water and sewer
lines and services to the City.
On motion by Councilman Halpin, seconded by Councilman Badgett,
the Mayor was authorized to borrow from the College Station
State Bank sufficient funds to reimburse Dr. Clark for existing
sets of water and sewer connections in Southeast College Park.

On motion by Councilman Orr, seconded by Councilman Boyett, the
contribution of the City towards maintenance of the Brazos County
Health Unit was increased to $2,100.00 per year, effective July 1,
1951*
The Council considered Section I of the recommendations of
the Citizen's Traffic Committee as presented under date of September 10,
1951. It was the desire of the Council that this Section be ammended
to read as follows:
I. PARKING: Recommend that:
The North Gate Area of College Station be zoned for parking as
follows:
A. I -HOUR PARKING LIMIT (8 a.m. to 5 p.m. except Sundays and
holidays)
1) North Side of FM60 from Stasney Street to a point
approximately 200 feet east of Boyett Street.
2) Both sides of Main Street from Church Street to
FM 60..
3) South side of FM 60 from intersection of Tauber and
FM 60 to intersection of Main Street and FM 60.
B. 6 -HOUR PARKING LIMIT ( 8 a.m. to 5 p.m. except Sundays and
holidays)
South side of FM 60 from Traffic Circle to Old Highway No. 6
and the North side of FM 60 from a point 200 feet east
of Boyett Street to Old Highway No. 6.
C. A loading zone be reserved in fron of Lipseombs Pharmacy.
(Recommend enforcement of rear entrance loading and un-
loading at stores between Taylor's Variety and Loupotst
Trading Post.)
D. Shrubbery and other obstructions be removed along Patricia
and Lodge Streets to facilitate parking.
The Mayor was authorized to discuss these proposals with A. & M.
College officials and once a general agreement has been reached
the City Attorney is authorized to prepare the proper ordinance
to put such regulationsinto effect.
