HomeMy WebLinkAbout08/13/1951 - Regular Minutes - City CouncilREGULAR CITY COUNCIL MEETING August 13, 1951 The City Council met in regular session August 13, 1951 at 7:30 p.m. with the following present: Mayor Langford; Councilmen Badgett, Boyer, Boyett, Halpin, and Orr; City Attorney Barger; City Manager Rogers, Assistant City Secretary Boswell. The following visitors were present: Frank Davis of the Battalion, Kenneth Irish of the Bryan News, Earl Cunningham. The Mayor presented the request.of the Flamingo Lounge for permission to errect a directional sign on Highway 6. On motion by Councilman Orr, seconded by Councilman Badgett, the request was denied in that the erection of such a sign would be in violation of the zoning ordinance. The Council vote was unanimous in favor of the motion. On motion of Councilman Boyer, seconded by Councilman Halpin,Ordinance No. 164 was passed. This ordinance is an ordinance levying taxes, etc. for the fiscal year 1951 - 52. On motion by Councilman Orr, seconded by Councilman Badgett, the following program for street improvements for the fiscal year 1951 - 52 was approved. a., 9501 Holick Drive - City pay one-half the cost of hot -top with the county paying the other one-half plus the gravel. b. 20001 - the second hot, top coat for Jackson. c. 12501 on Ashburn - City furnish additional gravel and the property owners pay for the hot -top. d. 8001 Pershing - rehot-top. e. 6001 Suffolk - rehot-top. f. Repair the 41 shoulders and hot -top Fairview from Kerry to Park Place. g. Rehot-top 450' on Burt Street. l 001119 � OL Cb 00 0 07 Regular City Council Meeting August 13, 1951 Page two The Mayor reported on a conference held with state health officials in Austin relative to the local health unit. He suggested that a new budget is to be worked out, certain changes being made in keeping with suggestions of state health officials. If the new budget is approved by the state health officer the operations of the local unit will not be impaired. A petition requesting reduction in commercial rates for electric energy used by business men in the College Hills area was presented by Earl Cunningham. On motion by Councilman Orr, seconded by Councilman Badgett, the Mayor was authorized to ask the committee composed of Dr. F. C. Bolton, M. C. Hughes, and N. F. Rode to re -study present commercial rates in terms of electrical energy being used during the summer months. The Council set 11:00 a.m.. August 18, 1951, as a special meeting hour to consider authorizing the issuance and sale of additional bonds. On motion of Councilman Orr, seconded by Councilman Boyer, the Council voted that any expenditures from bond sales for any extensions in any services must have Council approval prior to making such expenditures. On motion by Councilman Boyett, seconded by Councilman Orr, the Council authorized the payment of $.25 (twenty- five cents) per month per connection to Dr. F. B. Clark for services involved in the operation and maintenance of sewage disposal beds located on Dr. Clark's property. This payment for services involves only those connections which empty into the disposal beds serviced by Dr. Clark. City Attorney Barger reported that the Supreme Court had agreed to review the decision of the Court of Civil Appeals at Texarkana relative to utility rates for services beyond city limits and suggested that the Council defer authorizing any refunds pending the outcome of the ruling by the Supreme Court. It was the decision of the Council to withold refunds until the case was finally disposed of by the Supreme Court. v 04ZO A Regular City Council Meeting August 13, 1951 Page three The Mayor read to the Council a letter from Mr. C. C. Crutchfield relative to the proposed charter for the City of College Station. The City Attorney was requested to consider such suggestions that Mr. Crutchfield had made and to make such additions to the charter as would be in keeping with his recommendAtions.
