Visitors present: Robert L. Hoover, Jr., Bobby R. Noack, Ernest W. Grossman, C. Van Eaton, Lamar Ford, Lloyd E. Fite, L. C. Motl, Paul A. James, and H. D. Templin. Minutes of the previous meeting were read and approved. A public hearing on the question of rezoning Lots 34, 35, 36, Block 3, Oakwood Addition having been set for 7:00 p.m. and no one appearing, on motion by Councilman Orr, seconded by Councilman Pugh, Ordinance No. 256, an ordinance amending Ordinance No. 38 to permit the rezoning of Lots 34, 35, 36, Block 3, Oakwood Addition was passed and approved. On motion by Councilman Pugh, seconded by Councilman Anderson, Ordinance No. 257, an ordinance accepting the recommendations of the Zoning Commission of September 4 was passed and approved. For record in these minutes the recommendations of the Commission are repeated as follows: The Commission recommends that those areas incorporated within the city limits by Ordinances No. 226 and 231 be zoned as District No. 1, First Dwelling House District, provided, however, that the present owners be permitted continued use of existing land and facilities without interruption, or until such time as said use and fac- ilities become a nuisance to adjacent properties; and provided further that exceptions to District No. 1 be handled individually by the City Council as they may arise. The Commission recommends that Mr. and Mrs. W. S. Guthrie be granted an exception to Ordinance No. 38 permitting them to operate a Kindergarten on Lots 34, 35, 36, Block 3, Oakwood Addition; provided, however, that such permission shall be for a period of five years from September 1, 1957, or a shorter time if objections by adjacent property owners warrant reconsideration. On motion by Councilman Sorrels, seconded by Councilman Pugh, Messrs. B. J. Kling and Wm. A. Smith were appointed to the Planning Commission and the Mayor directed to notify them accordingly. 00616 g I w w- fn n E Minutes of City Council Continued: 2 September 23, 1957 On motion by Councilman Anderson, seconded by Councilman Orr, the Community Chest Committee for the year 1957-58 was appointed as follows: Messrs. M. L. Cashion, K. J. Edwards, L. A. "Luke" Harrison, R. V. Hite, L. B. Keel, Edward Madeley, L. E. McCall, Reed McDonald, Joe Payton, R. R. Shrode, C. M. Simmang, Jack Tippit, G. S. Trevino, Richard Vrooman, Chairman, Mesdames. Dan R. Davis, W. M. Dowell, and R. H. Rogers. The question of the appointing of a Community Chest Committee by the council was discussed at considerable length. It was generally agreed that such appointments do not properly come within the pre- rogatives of the council and that no similar appointments will be made in the future. By general agreement the Mayor was requested to confer with the College Station Civic Association as to that body's accepting this responsibility. On motion by Councilman Orr, seconded by Councilman Sorrels, the City Manager was authorized to accept the proposal of A & M College relative to the city's participating in the sanitary land fill for garbage disposal. The motion carried with it authorization for the City Manager to consider the possibility of the city's equipping and maintaining its own system for garbage disposal. City Attorney Dillon advised the council that trees in streets constitute a hazard to traffic and that the city can be held liable for damages for injuries which may result from collisions therewith. In view of this advice, on motion by Councilman McCall, seconded by Councilman Orr, the City Manager was authorized to proceed immediately with the removal of all trees which are within 15 feet of center lines of streets. On motion by Councilman Anderson, seconded by Councilman Sorrels, City Manager Boswell was granted permission to attend the International City Managers' Association in Washington, D. C., October 20 - 23, the city to reimburse Mr. Boswell for expenses incurred. Following the general business session the council discussed at considerable length various ways and means for improving conditions and services throughout the city. As a possible means of recording council actions and deliberations Mr. Pugh suggested the idea of the use of a tape recorder. 00S17 t 9 y Minutes of City Council Continued: 3 September 23, 1957 The meeting adjourned subject to the call of the Mayor.
