Visitors present: Some forty residents of the College Hills Estates area; Mr. C. B. Thames, District Engineer of the Texas Highway Department; Welton Jones representing the Battalion. Minutes of the January meeting were read and approved. No objections having been raised to the proposed rezoning of certain areas in the Boyett Addition, on motion by Councilman Orr, seconded by Councilman Pugh, all voting aye, Ordinance No. 246, an ordinance rezoning certain areas in the Boyett Addition was passed and approved and ordered effective as of this date. Mr. D. A. Anderson, speaking for the representatives of the College Hills Estates area, spoke at some length in opposition to the rezoning of Lots 11-14, inclusive, Block 3, College Hills Estates. On motion by Councilman Orr, seconded by Councilman Sorrels, Ordinance No. 243, an ordinance proposing to rezone Lots 11-14, inclusive, Block 3, College Hills Estates, all voting aye, was dis- approved. Mr. C. B. Thames, District Engineer of the Texas Highway Department, explained in some detail the question of the proposed CL grade separation at F.M. Highway 60 and the Missouri Pacific -Southern ca 00 Pacific Railroads and outlined tentatively the area which the city would have to furnish in connection with this construction. G] On motion by Councilman Sorrels, seconded by Councilman Pugh, p all voting aye, the city accepted the conditions of Minute Order No. Z 36929, passed by the State Highway Commission on October 26, 1954, Q and authorized the Mayor and City Secretary to sign any documents or tl) agreements in behalf of the city in connection therewith. In connection with the proposed grade separation, the Mayor was authorized to write letters to the railroads concerned requesting that consideration be given to the consolidation of tracks through the city limits. On motion by Councilman Orr, seconded by Councilman Pugh, Ordinance No. 244, an ordinance providing for a Municipal Election on .April 2, 1957, was passed. Mrs. F. R. Brison was appointed Judge of the election with authority to appoint two clerks to assist in the holding of the election. I 'F7- Minutes of City Council Continued: 2 February 25, 1957 On motion by Councilman Pugh, seconded by Councilman Orr, Ordinance No. 24.5, an ordinance appointing a Board of Equalization was passed and approved. Mr. R. L. Elkins was appointed Chairman of the Board to serve with Messrs. W. I. Truettner and H. E. Hampton. On motion by Councilman Pugh, seconded by Councilman Orr, the bid of The General Electric Supply Company in the amount of $ 5,568.92 was accepted. On motion by Councilman Sorrels, seconded by Councilman Pugh, purchase of a lot near the Lincoln High School in order that drainage conditions might be corrected was authorized. On motion by Councilman Orr, seconded by Councilman Seeger, the City Manager was authorized to appoint a clerk of the Corporation Court. On motion by Councilman Sorrels, seconded by Councilman Orr, all voting aye, Ordinance No. 247, an ordinance establishing speed zones on certain streets was passed and approved and the City Manager was directed to advise the State Highway Commission accordingly so that proper signs may be placed along the streets affected. On motion by Councilman Orr, seconded by Councilman Pugh, Ordinance No. 248, an ordinance controling the licensing of dogs, etc., was passed and approved and ordered effective immediately. The City Manager was instructed to mail a copy of this ordinance to all residents of the city. On motion by Councilman Seeger, seconded by Councilman Orr, the returns of a Social Security Election were accepted and approved and the City Manager directed to notify all parties concerned of the results. The request of Messrs. Daniel Russell and H. E. Burgess to rezone Lots 4-8, inclusive, Block -A, West Park Addition, was referred to the Zoning Commission. On motion by Councilman Pugh, seconded by Councilman Seeger, all voting aye, the discontinuance of personal taxes on automobiles was approved, and ordered effective for the tax year 1957 and thereafter.
