C On motion by Councilman Orr, seconded by Councilman McCall, the auditor's
:E report for the fiscal year ending June 30, 1958 was accepted.
ot� On motion by Councilman Anderson, seconded by Councilman Boyett, the
0 mayor was authorized to renew a note for the city in the amount of $3,000.00

Councilman Anderson reported on policy of replacement of vehicles. On
motion by Councilman Orr, seconded by Councilman Sorrels, the adoption of the
recommendation by Councilman Anderson as the policy of the city on replacing
automobiles was accepted with an amendment to Item 5(2)b to read "Trucks and
Tractors".
POLICY ON REPLACEMENT OF VEHICLES
1. At a previous meeting of the City Council I was appointed as a committee
of one to check into and develop a policy for consideration by the Council on
the above subject matter.
2. Letters were therefore addressed to various cities in Texas in our general
population range to determine what established policy they had on vehicle replace-
ment. Records of vehicle operation costs for several state agencies were also
nm
inquired into as regards this matter. Other cities, not contacted by letter,
a were questioned on this matter while on official field trips.

L1103. Insofar as determined, other cities are confronted with the same problem
we face. Some few have a variable policy, some not at all. Waco was the only
city replying to my request that reported something more affirmative than the
others.

5. Based on my inquiry of the assigned task
I recommend the
following as city
policy,
subject to review and concurrence of
the City Council.
a. Passenffer-Cars.
(1) That vehicles operated by the City Manager and police officers be
replaced when the mileage approximates 70,000 miles or at a period of 4 years,
whether or not said mileage has been obtained.
(2) That vehicles to be replaced be sold on a competitive bid basis
rather than offering as a trade-in on a now car.
b. Trucks & Tractors.
(1) That all trucks and tractors be kept for a period of at least six
years, with new or re -built engines being placed in units if need be, to main-
tain them in good condition. Whether a truck or tractor will be replaced at
the end of a 6 -year period will be contingent upon the condition of the vehicle
at that time.
On motion by Councilman Sorrels, seconded by Councilman McCall, the
mayor was authorized to contact Mr. J. D. Chaney with reference to his re-
port on traffic hazards at street intersections and ask that other committee
members sign same and present it at next council. meeting.
Mayor Langford reported recommendations of State Highway Department
relative to speed limits on Highway 6 through city limits as follows: From
north city limit to Francis Drive, 45 miles per hour; from Francis Drive to
a point beyond Jersey street, 50 miler per hour; from that point to the city
limits, 55 increasing to 60 miles per hour; both directions. On motion by
Councilman Orr, seconded by Councilman Anderson, the mayor was authorized to
contact Highway Department officials relative to establishing a uniform speed
of 45 miles per hour from north city limit to a point where Highway 6 narrows
south of Jersey street, and request school crossing signs at the intersection
of Jersey street and Highway 6.
� On motion by Councilman Orr, seconded by Councilman Anderson, the mayor
was authorized to appoint a third member to the Board of Condemnation in the
matter of securing right-of-way across the Dominik property for a proposed
W Fri highway.

< On motion by Councilman Anderson, seconded by Councilman Orr, an amend -
CL meat to subdivision regulation Ordinance No. 210 changing the requirements of
street construction from double surface to one inch plant mix surfacing was
approved as presented by City Engineer Benson and the city attorney was author-
ized to prepare the necessary ordinance to malce such change effective.

On motion by Councilman Anderson, seconded by Councilman Sorrels, the
report of the street committee was accepted for record.
RECONVIE-NDATIONS OF STREET C=1ITTEE
October 20, 1958
1. That all new construction of streets shall include curbs and gutters,
and that the abutting property owners shall be assessed $3.00 per
front foot for such new construction.
8. That the council authorize the mayor to issue a letter to all citizens
of College Station, containing the following information concerning the
new street construction program:
1, A preamble stating why it has taken so long for the city to
develop a policy for new street program,
2. Street priority established by city council,
3. Explain street maintenance policy.

That the city manager and city engineer submit to the city council
by January 1, 1959 a recommended priority for the construction of
new streets. That they also recommend a priority for major street

maintenance.
3.
That the city manager and the city engineer shall recommend to the
city council the lengths of sections of all new street construction.
4.
That any petition to the city for new street construction must spec -

ifically indicate the length of the section of such new construction.

That all property owners who have constructed curb and gutters in
compliance with city specifications and grades be allowed a $1.00

per front foot credit toward their $3.00 per front foot assessment.
6.
That no new street construction shall be started until all financial
arrangements of both property owners and the city have been completed,
and all necessary legal papers and procedures have been approved by

the city attorney.

7.
That upon the filing of a properly executed street petition the city
council will authorize the city manager to inform all involved prop-
erty owners, by letter, of the necessary legal steps that must be
taken by the property owners and by the city before construction can
begin. The letter will also inform the property owners of the approx-
imate date that construction will start.
8. That the council authorize the mayor to issue a letter to all citizens
of College Station, containing the following information concerning the
new street construction program:

was authorized to contact Mr. E. L. Angell relative to a paving � g petition for
Lee street and ask that he secure the signature of Mr. William E. Schenk to
avoid legal expenses and time.

< and asked that it be adopted by the city. On motion by Councilman Orr, seconded
by Councilman Anderson, the ordinance was referred to the city attorney for study

committee finds that the city should take the following steps
before approving the construction of a new street:

Compile a list of all property owners on the street.
2.
Compile a complete description of all property on the street.
3.
Show total cost to be assessed against each piece of property.
4.
Advertise a public hearing (three times), at least ten days
prior to the hearing.
5.
Hold public hearing.
6.
Pass a, special assessment ordinance.
7.
Complete all financial arrangements.
8.
.Advertise for bids.
9.
Award Contract.

Councilman Anderson suggested that some attention be given at the
earliest possible moment to a proposed ordinance regulating the planting of
trees and shrubbery adjacent to curbs and gutters in new subdivisions.
Mr. H. G. Thompson raised the question of services furnished by the
Midwest Video Corporation. The city attorney was asked to look into this and
to make any recommendations if necessary.

The council recessed until 5:00 p.m, October 29 when the recommendations
of the street committee will be taken up in detail.
