MINUTES OF REGULAR MEETING
May 25, 1959
Members present: Mayor Langford; Councilmen Anderson, Boyett, Landiss,
Orr, Smith, Sorrels; City Manager Boswell; City Secretary McGinnis.
Visitors present: Mrs. Robert A. Knapp, Messrs. E. E. Burns and C. E.
Jones.
On motion by Councilman Orr, seconded by Councilman Anderson, Ordinance
No. 281, an ordinance adopting a budget for the fiscal year July 1, 1959 -
June 30, 1960, was passed and approved.
On motion by Councilman Sorrels, seconded by Councilman Landiss, Ordinance
No. 282, an ordinance levying taxes and appropriating monies, was passed and ap-
proved.
On motion by Councilman Landiss, seconded by Councilman Smith, Ordinance
No. 283, an ordinance setting speed zones on state highways within the city
limits, was adopted.

On motion by Councilman Anderson, seconded by Councilman Smith, action on
Ordinance No. 284, an ordinance regulating peddling, was tabled until the next
meeting, copies of this ordinance to be mailed to all councilmen for study.
On motion by Councilman Landiss, seconded by Councilman Orr, action on
voting machines was tabled and the city manager authorized to look into the
possibility of providing voting booths for privacy in voting in city elections.
The council reviewed a letter dated May 12 from Mr. Marion C. Pugh with
reference to extension of water and sanitary sewer facilities within his prop-
erty. On motion by Councilman Orr, seconded by Councilman Anderson, the city
manager was instructed to discuss this question with Mr. Pugh and to point out
the provisions of Ordinance No. 116 which outlines the policy of the city in
making such extensions; that this policy has been adherred to rigidly for the
past several years and it is the opinion of the council that no exception can
be made in this case; that Mr. Pugh be furnished with a copy of the Ordinance
in which this policy is set out in detail.
On motion by Councilman Orr, seconded by Councilman Landiss, the city
manager was authorized to purchase a front end loader for $6,000, payment
therefor to be made by $3,300 from the Equipment Replacement Fund and $2,700
from the General Fund.
On motion by Councilman Orr, seconded by Councilman Sorrels, the next
three regular meetings of the council were set for June 26, July 31, August 21.

On motion by Councilman Sorrels, seconded by Councilman Anderson, the
council authorized the city manager to extend the time for issuing courtesy
tickets for parking violations on the north side of Jersey Street from Pershing
Street to Dexter Street, the time of extension to be whatever he deems expedient.
On motion by Councilman Smith, seconded by Councilman Anderson, the city
manager was authorized to contact officials of the State Highway Department for
minimum requirements on traffic signals at the intersections of PM60 and Highway
6 and East Gate and Highway 6 and to determine an approximation of cost of such
lights; that the city manager also be authorized to contact officials of A. & M.
College in regard to possible financial participation in the purchase of volume -
density traffic signals for the same intersections.
On motion by Councilman Boyett, seconded
