February 23, 1959
Members present: Mayor Langford; Councilmen Anderson, McCall, Orr,
Sorrels; City Manager Boswell; City Attorney Dillon; City Secretary McGinnis.
Visitors present: Johnny Johnson, representing the Battalion, Mrs.
Marion C. Pugh, Mrs. Robert A. Knapp.
Councilman Landiss was excused from this meeting.
On motion by Councilman Orr, seconded by Councilman Anderson, Ordinance
No. 277, an ordinance ordering a general municipal election for April 7, 1959,
was adopted. The following judges and clerks were appointed from each ward.
Ward I: Luther Jones, judge, Mrs. F. R. Brison, Mrs. J. B. Hervey, clerks.
Ward II: Mrs. Robert A. Knapp, judge, Mrs. Harvey Oakes, Mrs. John Hill, clerks.
Ward III: Mrs. W. D. Lloyd, judge, Mrs. R. J. Bond, Mrs. Edd Whitten, clerks.
On motion by Councilman Orr, seconded by Councilman McCall, Ordinance No.
278, an ordinance appointing a board of equalization for the year 1959 was a-
dopted. The following were appointed to serve on the board: Messrs. H. E.
Hampton, Ed Kidd, and B. J. Fluker. The council requested that if Mr. Fluker
cannot serve, Mr. Joe Meadows be asked to serve.
On motion by Councilman Sorrels, seconded by Councilman Anderson, the
council authorized the purchase of the W. D. Fitch property consisting of Lots
80 9, Block 11, at a price of $7500; and from N. K. Boyett Lot 10, Block 11,
at a price of $1500; and from Mrs. Gladys Boyett Matthews Lot 11, Block 11,
at a price of $1500; all situated in Boyett subdivision to the City of College
Station; that the city attorney be instructed to prepare deeds of transfer of
these properties; and that the mayor be authorized to borrow for the city from
the College Station State Bank $10,500, said amount to be paid in monthly in-
stallments as approved by the bank, beginning August 1, 1959.
On motion by Councilman Anderson, seconded by Councilman McCall, the
city attorney was instructed to prepare Ordinance No. 279, an ordinance es-
tablishing six -hour parking on Boyett Street from Sulphur Springs Road to
Church Street.
On motion by Councilman Orr, seconded by Councilman Sorrels, the city
manager was authorized to purchase and install eight street lights on High-
way 6.
On motion by Councilman Orr, seconded by Councilman Anderson, the mayor
was authorized to prepare a proclamation declaring the week of March 22nd as
civic beautification week in College Station.

The mayor was instructed to confer with Mr. C. B. Thames, District
Highway Engineer, relative to the installation of reflectors on islands
along Highway 6.
On motion by Councilman Orr, seconded by Councilman McCall, the city
manager was instructed to obtain the legal description and the record title
owner of each property owner abutting on each side of Walton Drive and Kyle
Avenue from Foster Avenue through College Hills around Kyle Avenue to High-
way 6, said distance of approximately 114 miles being designated as a street
section, in order for the city to proceed with the street improvement pro-
gram.
On motion by Councilman Anderson, seconded by Councilman Orr, the city
attorney was authorized to send telegrams to state senator and representative,
Texas Municipal League and chairman of committees if names are available, for
the purpose of favoring House Bill 173 and opposing House Bill 60.
The council adjourned subject to call.
