Mr. Carol Ziegler addressed the Council. He stated that he has visited with the
Highway Department about the direction he received during the Coil?ge Station
city council meeting on September 12th. He further st_ated that.~e,Hlg.hway.
Commission does not believe there are adequate funds to prowae zor me extra
costs of the council's favored plan. Mr. Ziegler pointed out that the new design
would add $1.4 milh'on of construction costs to the plan; however, this does not
change the right-of-way costs.
Mr. Ziegler further pointed out that this is not the appropriate time to ask the
Highway Commission for more money and also, the council's favorite design is
not guaranteed.
Councilman Birdwell emphasized that the voters will not support a 17 fi.
embankment from Holleman to Southwest Parkway. He add. ed that the voters
need to know what type of railroad system they will be getting.
Mr. Ziegler expressed his support in helping to solicit this project to the voters.
Councilman Gardner expressed comments about the project extending to FM
2818.
Councilman Brow~.~ reiterated that the Council is very optimistic about the
project; however, it is very critical that the voters know about the design of the
project before they are asked to vote on such a project.

Mr. Ziegler re-emphasized that he was not sure that the Highway Department
would give $1.4 rrdilton to a project that is of a lesser nature.
Mr. Jimmy Bond, A&M Deputy chancellor for legal and ex. tern~ affairs, . _
addressed the Council. He said he coul.d, not .~;~t. aran~ee nnancm support ]rom
A&M, but will be willing to set up a meeting w~th Board of Regents to allow
Council to express their opinion to them.
Councilman Mcllhaney stated that she noticed many people did not express
their interest as the project unfolded; but as the project became more clear and
the publicity was greater, the citizens response is stronger.
Further discussion was held.
Councilman Crouch concluded by stating that this is a wonderful project and
many opportunities exist for landscaping.
Assistant City Manager Tom Brymer expl .ained this !.tent. He sta.t, ed that the.City
was contacted by the Brazos Vaney Vetennary Medical Ass.o. ciation requesting
that this item be placed on the agen .da... The. V.eterinary Medical Ass.o.c.h. as
emphasized a need for the centr-]~.ation of Animal Control and that it ernst
under the authority of the Brazos Animal Shelter.
Police Chief Strope stated that staff has recommended that the city retain animal
control enforcement in-house at present. However, staff further reconurtends
keeping the optio, n open to receive.in the future a detailed proposal from the
Brazos Valley ~ Shelter for animal control enforcement based upon the
present level of senuce.
Brazos Animal Shelter Director Kathy Bice spoke to the Council. She stated that
this is one of the ~ Shelter'.s goals in the next five. years. She has begun to
look into the centr~!~.ation of animal services, but at this time she is not
comfortable pursuing it. Ms. Bice asked Council to support the staff's
recommendation.
The Council concurred with staff's recommendation.

Mr. Erwin Lehmann, GIS Technician and Mr. David Pullen, City Engineer
addressed the Council.
Mr. Pullen stated that. the City purchased har.d, ware and software for the initial
phase of a .G. eographlc Information System. Since that time long range goals
have been Identified. He described several features of the (3IS equipment. He
further stated that this proposal is intended to facilitate growth, improve

efficiency, and increase productivity in the Public Utility Department and the
section.
Fun,..ding is available for this proposal from 1989-90 operatl.on budget funds in
Utilities and as a part of the GIS development funds set aside in the 1~ three
Public Utilities Director John Woody explained how staff quickly responds to an
emergency situation such as a power outage.
~ Item No. 4 - Dtscus~m of Water and Wastewat~ Regime_ Studie~ for
Public Utilities Director John Woody updated the Council on the regional .water
and wastewater options that are presently being evaluated by. staff as well as the
status of the studies done for the Gities of Bryan, College Station and Texas
A&M University.
He stated that the Brazos Valley Long Range Regional Water Supply Planning
Study is now c..o.m, plete and the F. easibility Study for Regtonal Wastewater
Treatment Facilities is currently m draft form.
Councilman Birdwell asked if the report covered the issue of quality of .water.
Mr. Woody replied that the report covers the quality of .water in two paragraphs
in the report.
Mr. Woody stated that the city is working with the other entities to combine
because it is less costly.
Mr. Woody referred to the sludge management plan and the composting
program.

Councilman Birdwell moved approval of the resolution supporting the sixth
congre, ssional district as it remains today. The motion .was seconded by
Councilman Brown.
The motion carried unanimously, 6-0.
Aaenda Item No. 6 - Council Concerns.
Councilman Gardner stated that he received a call from a resident on Kyle Street
who complained about a band rehearsing in the neighborhood and the loud
noise. He asked staff to look at the noise and nu~.~ance ordinance.

Mr. Gardner also referred to the numerous uninhabited homes on Park Place.
Staff replied that the Code Enforcement Officer has sent letters to the owners.
Councilman Crouch asked why mall boxes are grouped together. Mayor Ringer
replied that the post office regulates this.
Mrs. Crouch also presented a letter to each councilmember expressing her
desire to meet with other entities to learn more about each other.
