COuncil a~s'ovsl o/th~ ~ _~ ~~~eutua~.plan will provlde authorlzaflon to the consul~t ~ Mayor Pro-tern Brown opened the meeting with Mayor Ringer and Councilmember Schneider absent. Asst. PARD Director Ric Ploeger introduced this item. He poin.ted out that the goal of the project is to provide a greenbelt linkage between Lincoln Center and Wayne Smith Park. Mayor Ringer arrived at the meeting. Mr. Greg_T.aggart and Mr. Larry Wells of Municipal Development Group presented the conceptual plans of the Lincoln Center/Wayne Smith Park Corridor. Mr..Taggart added that the consultants were asked by staff to look at .street ro_utinf/.~ssues, planning-and development issues, and parks and recreation issues. Mr. Taggart referred to the neighborhood survey. He noted that thirty- one percent of persons surveyed responded. Several needs expressed were outdoor lighting, outdoor restrooms, children's play area, ioaama and fitness track, tennis courts, softball fields, and little leagu~baseb~ll-flelc~s to name a few. Mr. Taggart stated that the survel/also interpreted the need for social service programs, (day care center, tutonng, public health clinic, etc.). Councilman Schneider arrived at the meeting. Mr. Taggart showed graphics of the plan. Councilmembers directed questions to the consultants. 007930 City Council Workshop Meeting Wednesday, August 8, 1990 Page 2 Mr. Taggart emphasized that safety was the most important factor addressed in the plan. He stated the plan provides lighting around the parameters of the corridor. Mr. Taggart outlined three phases of the. pl.an. Phase I: estat?lishment of play area, maintain brush and high grass, adjust traffic flow, and provide a physical link between parks. Phase II: minor acquisitions Phase I~: future elements to the plan He pointed out that neither Phase r[ or Phase I~ is necessary for the development of the park. After further d~cussion, a motion was made by Councilman McIlhaney to approve the preliminary conceptual master plan as presented. The motion was seconded by Councilman Schneider. Councilman Schneider reiterated that social services, in his opinion, is a priority element. The motion carried unanimously, 6-0. Councilman Birdwell presented a proposal for the amphitheater and Concepts C and D in the amount of $2 million. Councilman Birdwell suggested that the contract for the lake be awarded and initial construction begin before the bond election. Mr. Ploeger mentioned that J.T. Dunkin indicated that the dirt from excavation of the lake will be.used elsewhere on the project, d~culty will arise.if a second contractor receives a contract for another portion of the construction. He added that Mr. Dunkin recommended that the city continue with the design elements until the result of the election. Mr. Ploeger presented three time schedules for council's consideration. Councilman Brown stated that the Wolf Pen Creek Project will be ~cult to boost ff no physical action is being seen on the project. Councilman Gardner reported his concerns about the proposed concepts. Council ,4~-~cussed the concepts. Councilman Birdwell made a motion to place $~. million on the bond issue for the Wolf Pen Creek Corridor; and to include in the explanatory material that funds 007931 City Council Workshop Meeting Wednesday, August 8, 1990 Page 3 will go toward the enhancement of the amphitheater and completion of Concepts C andD. The motion was se. conded by Councilman Schneider. The motion carried by a vote of 5-1, Councilman Gardner voting against. The council reviewed the time schedules proposed by staff. Councilman Birdwell stated that Schedule 9. was adequate. He recommended that staff pursue .t~.'. farther with J.T. Dunkin. Councilman Brown agreed. Mr. Brown added that bids and land acquisition could be accomplished before the e. lec~on; .al. so, a formal ground breaking could take place to show the citizens that the city is doing something in Wolf Pen Creek. Councilman Birdwell commented that the staff does not need to redesign any part of the plan. v~ Manager Ragland sta!ed that he has experienced many times, problems two contractors working in the same area. Mr. Birdwell commented that ali he is asking for is staff to go back and pursue this in greater detail. Mr. Birdwell remarked that he hoped the retaining walls will be put back in the design. He intended for the retaining walls to be a part of his motion. Councilman Mcllhaney remarked that she hopes activity can begin soon. The council discussed LoTrak and right-of-way acquisitio.n. Staff advised council that $4.5 million may be a low cost figure for Conege Station's portion of LoTrak. Councilman Brown suggested deleting the Lotrak issue from the bond election. After further discussion, the council concurred with Councilman Brown's suggestion to remove Lotrak from the December ballot. Councilman Schneider expressed his concern for the proposed design and cost figures. Mayor Ringer s~ed the costs for the bond issues at this date. Councilman Birdwell inquired about the accuracy of the physical LoTrak model presented at the Highway Department's public hearing. Mayor Ringer stated that the model was not correct. Councilman McIlhaney reported that the entrance to the L~brary and Homestead Savings is very narrow. Aaenda Item No. 4 - City Manager Concerns. City Manager Ragland gave the council blank calendars for August and September to complete and return. Also, the public hearing for the budget is scheduled for August 23rd.
