COUNCIL MEMBERS PRESENT: STAFF PRESENT: Mayor Ringer, Councilmembers Brown, Birdwell, Gardner, McIlhaney, Crouch, Schneider Assistant City Manager Woody, City Attorney Locke, Executive Director Fiscal/Human Resources Harrison, Executive Director Management Services Piwonka, Budget Director Schroeder, Public Information Officer Calliham, Parks Director Beachy, Assistant Parks Director Ploeger, Development Services Director Ash STUDENT GOV'T LIAISON: VISITORS PRESENT: Trey Jacobson See guest register. Aqenda Item No. 1 - Presentation of CIP Bond Election Video and Brochure. Public Information Officer Calliham presented this item to Council. She pointed that the CIP Bond Election Video is available in the Public Information Office to check out to small groups and organizations. The brochure will be distributed to each household on November 14, 1990. Peggy said several organizations and representatives from Texas A & M are interested in viewing the video. The video will be shown on cable TV the week of December 2-8, 1990. The video will also be shown in a room at the Conference Center Open House on December 6, 1990. Student Gov't Liaison Jacobson said he will help with student organizations who might be interested in viewing the video. Peggy thanked Elrey and Development Services staff for the display in the corridor. Several members of the Council suggested that it would be a good idea to move the display over to the Christmas Open House, since it is two days before the election. 008030 City Council Workshop Meeting Wednesday, November 7, 1990 Page 2 Aqenda Item No. 2 - Presentation of the Master Plan for the Lincoln Center/Wayne Smith Park Corridor. No. 9). (Counoil Issue Assistant Parks Director Ploeger introduced Larry Wells and Greg Taggart with Municipal Development Group. They presented Council with the Master Plan for the Lincoln Center and Wayne Smith Park. The Parks and Recreation Board have recommended approval of the plan. Councilman Birdwell and Brown expressed concern for outdoor restrooms. Mr. Taggart stated that a pavilion was in the future plans and that is where the outdoor restrooms would be. Mr. Birdwell ask if this was included in the estimate, and Mr. Taggart responded it is not. Councilman Brown felt this should be implemented in the first phase. Aqenda Item No. 3 - Counoll Concerns. Councilman Gardner expressed his concern about Holleman Street construction not being complete until February. He expressed that it was a mess and cars could be damaged by the potholes in the street. He also commented that ZBA discussed variance requests for interior islands in commercial parking lots. Councilman Crouch expressed interest in a study on streets in the city which are not through streets. She also expressed concern for traffic congestion at the site of the Black-Eyed Pea Restaurant, cars parking along the side of the road and blocking traffic. It was suggested that possibly a temporary "No Parking" sign should be placed at that location until construction is complete. She also noted that there is a concern with sewage backing up in the drainage ditch on Madera St.; staff replied that they were aware of the problem. Assistant City Manager Woody said he would have a written report to Councilman Crouch by the Thursday night meeting. Councilman Brown inquired with Elrey about the time frame for realignment of Emerald Parkway and Millers Lane. Development Services Director Ash responded that the contracts for construction of this project will be brought to Council the first meeting in December. 008031 City Council Workshop Meeting Wednesday, November 7, 1990 Page 3 Councilman Schneider expressed his concern regarding the publicity on the Bond Election. He felt his concern was answered tonight with the video and brochure which was presented by Peggy. He wanted to compliment the staff for putting together the film and information brochure for the bond election. Councilman Birdwell expressed a concern about the ordinance for parking on lawns. Mr. Birdwell feels like the procedures we have now should be looked at and possibly have the police issue tickets to the people who violate this ordinance. City Attorney Locke mentioned that this item will be on the agenda the first meeting in December to update the ordinance, Mayor Ringer asked Cathy to check with Chief Strope to see what his feelings are on this matter. Mr. Birdwell also mentioned he was concerned about people selling parking places on City owned property to visitors here for the A & M football games. He expressed concern about staff planting and maintaining rye grass at Wolf Pen Creek Park. Parks Director Beachy mentioned that the grass had already been planted. Mayor Ringer mentioned that several staff members had ask if there was going to be a Council meeting at the end of November. Council decided not to have another meeting until December 12-13. Agenda Item 4 - City Manager Conoerns Assistant City Manager Woody did not report any concerns.
