Aqenda It%~ No. 1 - Presentation of a report from the Capital Tmprovement Citizens Advisory Committee. Chairman of the CIP Committee David Brochu summarized the CIP Report. He discussed the ranking process. Councilman Brown asked Mr. Brochu to reiterate the committee's view on the proposed library. He mentioned that a major concern on behalf of the committee was the size of the structure. A few concerns were expressed about the location. Councilman Haddox commented that Wolf Pen Creek is an ideal site for the library. Mr. Brochu concurred. Mr. Brochu mentioned that the rehab of collectors/thoroughfares was a major concern addressed by the citizens. Mr. Brochu commented on the city lake. He stated that the members who ranked the lake low were unsure about all the aspects involved and those who ranked it high felt the city needed more water attractions. Mr. Brochu remarked on the EDF Street Development which was ranked second from the last, Mr. Hubbard Kennedy, Vice Chairman of the CIP Committee addressed the Council. He discussed the committee feelings on the city lake. He thanked Mr. Elrey Ash for all his input to the community. 007812 City Council Special Meeting Wednesday, April 18, 1990 Page 2 Mr. Andrew Clements spoke to the Council regarding the library and the grant application qualifications based on population of citizens, not including students. Mr. Jerry Miller pointed out that most of the items were ranked exclusively on the dollar amount. For example, if the library cost were lower it may have been ranked differently. Mayor Ringer commented that it is the council's decision where the line will be drawn to include the group of items they wish to place on the ballot. Discussion continued. Mr. Jerry Cooper stated that the committee was concerned about the amounts corresponding to each project. He presented a letter to each councilmember. Mayor Ringer expressed the Council's appreciation for the many hours the committee put into this effort. Chairman Brochu commended the efforts of the Committee. Aq~ada Ite~ No. 2 - Discussion of proposed Library project. Ms. Ann Anderson pointed out that reducing the size of the library will not proportionately cut costs required for the building and number of staff. Mayor Ringer indicated that the council's concern is the recommended size of the structure. Councilman Birdwell stated that a smaller number than what is proposed would be more appropriate on the ballot. Councilman Schneider pointed out three points which will "sell" the library. 1) location; 2) convenience; and 3) structural style. Mayor Ringer stated that the council should give the committee some direction. One, review alternatives in terms of size and location. Also, a workshop discussion may be held to further discuss the options. Councilman Haddox agreed that the council should discuss this project further in a workshop session. Councilman Birdwell commented that he would like to see the library proposition on the ballot. 007855 City Council Special Meeting Wednesday, April 18, 1990 Page 3 Mayor Ringer stated that he would like to know the pros and cons. Ms. Anderson noted that many committee members favored the Wolf Pen Creek location site before they toured the other options. The committee is ready to re-evaluate the options available and present to the Council additional information. Councilman McIlhaney stated that she would prefer the committee look at additional, options. Mayor Ringer asked the committee to look at the reasons why the Wolf Pen Creek is not a good location for the library in terms of long term development. Mayor Ringer noted that it was the council's ~ntent to use the additional sales tax monies if it is passed, one-half allocated towards the reduction in utility rates and the remainder allocated to offset tax increase or to increase budget item for maintenance of streets. Councilman Birdwell clarified that the council decided to allocate 60% of the sales tax monies toward reducing utility rates. Mayor Ringer noted that the council must also discuss the Lotrak project. Mr. Gene Savage spoke from the audience. He commented that the current library facility meets the needs of the public. He addressed the issue of the sales tax proposition on the May ballot. &qenda Item No. 3 - Adjourn.
