Councilman Birdwell referred to the detention pond that shall be maintained by
the homeowner's association. He pointed out that in several years as the
subdivision becomes older, the homeowner's association will not be as
interested to keep the area. He stated that there should be other means to
maintain these ponds. City Attorney Locke remarked that she is researching the
Piano and Richardson ordinances that refer to this.
Councilman Schneider moved to approve the preliminary plat of Brandon
Heights Phase 2, to include the extension of Welsh.
The motion was seconded by Councilman Mcl]haney which carried
unanimously, 7-0.

sociation recently sent a letter to the Mayor requesting the city to look at the
sign regulations as it applies to decorative flags at apartment facilities.
The Planning and Zoning Commission and staff recommend approval of the
following changes: .
- Corporate flags will be allowed ut multi-family developments in addition to
commercial and industrial rlt.~tricts.
- Flags used solely a.s dec..ora, tion will also be allowed in multi-fantily
developments or zonutg districts. Limited to 19. flags per building plot, none of
which may exceed an area of 25 sq. fl. nor a height of 30 fl.

City AttorneyLocke asked if she could have the opportunity to review this in
relation to single family property.
CouncRman Btrdwen moved to defer action for staff review. The motion was
seconded by Councilman Crouch which can'ied unanimously, 1'-0.
