Mayor Ringer opened the meeting with Councilman Birdwell absent.

Mayor Ringer stated ..that Councilman. Birdwell asked that discussion be held on
Item No. 1.8. A question was also rained about Item No. 1.10. Councilman
Mcnhaney removed Item No. 1.20.
Agenda Item No. 1.2.0 - C_onsideration of a preliminary plat for Sam's Subdivision
locate~ adjacent ~and to the north of the existing Furrow's development along the
east side of SH 6 nypass.
Counc'..fl~.n McI]haney asked if the access easement from Highway 30 is part of
this preliminary plat. Mr. Callaway responded that the area referred to is-a
private access easement that is conveyed by separate instnunent and is not part
of this plat.

ramea a similar question. Dmcussion was held with regards to possible
development of a street to provide alternative access to the expected one-way
frontage road.

Aaenda Item No. 1.18 - Consider replat of F.,~pchinski Hill Subd~_s~_on.
Councilman Schneider commented that the staff recommends four stipulations to
the replat. He referred to recommendation #3.
Mr. Pullen.stated that the intent of this option is to avoid ~e situation such. as the
problems linldng Post Oak Mall and Post Oak Square. This plat will provide for
a viable connection between the development of H.E.B. and other merchants.
Mr. Pullen stated that staff will have the opportunity to review this question
during the site plan process. City Attorney L. ocke noted that during the site plan
process, the staff can reqture access to adjoining lots.
Mayor Ringer stated that updated information was provided to the Council on
Agenda Item No. 1.10.

Mayor Ringer noted that Councilman Birdwell r~!-~ed the question about the
engineer's fee expense.
Traffic Engineer Mark Schoenemann came forward. He stated that the estimated
costs.are, for two projects. One project is for the design and pl.ann~., g
specmcadons for the closed loop signal system. The other project ~. the before
and after studies required by the state. He noted that the state requtres that the
city f~]lfill these conditions to acquire grant monies. He added that the studies
are very labor intensive.
Councilman Mc]]haney asked if the loop system included signal lig..h, ts at
Highway .3.0 and East Bypass..Mr. Sc.h.oenemann replied that he will be working
with the Highway Department To prowcie maintenance of the signal lights at this
intersection.
Mr. Callaway focused on several l~Oints of the staff report on this tax abatement
request for three years. He statedthat there will be no financial impact on the
city because the proposed facility will be located on a developed lot.
He noted that if the council decides to enter into a tax abatement agreement with
S.A. Holditch & Associates, notices will be sent, a public hearing will be
scheduled, and the council will be asked to consider an ordinance designating
the reinvestment zone.
Councilman Crouch asked Mr. Callaway to explain the $5,000 net revenue from
the utilities. He stated that $5,000 is the net revenues after cost of their utilities.
He noted that the personal property sh.ould be specified, in the agreement..Ms.
Crouch asked where the two other busmesses are moving from and if there Is an
impact on the business to relocate these offices.

Mr. Ron Carter of SA. Holditch addressed Ms. Crouch's question. He stated
o at .Mr.. M. cCord will be moving into. the new building, he currently leases space
m nolctltch & Associates in the exLstina building. Holditch will assume the
space he occupied. Jim Holster & Associates is currently located at the
Eastmark building. -
Councilman Gardner aske.d if Holditch .&. Associates plans to request tax
abatements from other entities. He replied that they will request abatement from
the county and school dl,trict.
Mr. Carter stated that the College Station office does very Utile consulting work
in the local area, most of their work is international.
Councilman Brown remarked that the type of jobs these organizations offer are
needed in the community.
Councilman Schneider stated that this request meets the general criteria for tax
abatement. He asked if staff is satisfied. Mr. Callaway repUed that this request
fulfills the conditions required by staff and the Chamber.
Councilman Crouch asked Mr. Carter what the firm's plans are after the three
hirear tax abatement, period. He stated that the firm's long range plan is to build a
d multi-story building on the land behind the existing build~-tg. He pointed
out that the numbers provided on the growth analysis are very conservative.
Mr. Allon Fish, Chamber of Commerce stated that the tax abatement policy is a
good plan and it shows a positive step in economic development.
Mr. Callaway stated that staff began.updating the transportation plan of 1970 in
March of last year. He presented slides.

model that analyzes alternative transportation plans for our area.
Councilman BirdweU arrived at the meeting at 4:40 p.m.
Mr. Hard reviewed the alternatives recommended bv the Plannin~ and Zoning
Commission and the Planning and Zoning CommissiOn as follo---~'=.·
Alternative A:
Upgrade S: Texas Ave. from SW. P.ar..h~_ y to Deacon to 6 lane arterial.
Upgrade _Rio Grande and Rock Prairie Roads into 4 lane minor arte~
Upgrade Dartmouth from SI-/30 to Millers Lane into 4 lane minor arterial

Alternative C:
1) Alternative A
2) Connect Tarrow with Munso. n and Munson with Dartmouth and upgrade
Munson to a 4 lane minor arterial.

4) Upgrade Welsh into 4 lane minor arterial and extend to Bush at Houston.
Discussion was held about the problems associated with Alternative C because
Munson area and Welsh area are established residential areas.
Councilman Mcnhaney noted that the materials provided do not indicate an
~ternative that suggests the expansion of Wenborn Road Mayor Rinaer
~c~u',.,ec,te~,.th~s ques,ti.o.n to .representatives from TTI or Highway ~Department. Mr.
~.~. ~mams~n ox me Highway Department stated that they modeled Wellborn
Road along wth the demgn of the Lotrak project. He added that the list
provided is not a complete list of an projects.
Councilman Mcnhaney strongly stated that the citizens of College Station have

ut me area of traffic. She added that she has a problem w~th Alternative C. She
urged the Council to cB-~cuss the transportation system throughout the city in
further detan, possibly in a workshop session.
George. Dresser of TTI addressed the Council. He pointed .o. ut ~at the
alternatives presented are the most reasonable solutions to identify the tr~c
problems in the future.
Councilman Birdwell suggested a grade separation at University and Texas
Avenue.
Mr. Dresser noted that the model includes land use forecasts and
residential growth.
Mr. Cana,way. noted that the staff intends to bring the 1V/PO items to Council
before a dec~sion is made by the MPO.
Councilman Schneider commented that the area of traffic should be a high
priority for the council.
Mayor Ringer referred to Alternate 2 listed on page 6 of the materials.
Councllm .a~. Crouch moved to accept Alternate A as part of the long range
transportation plan. The motion was seconded by Councilman Mcnhaney which
carried unanimously, ?-0.
Councilmar} Schneider moved to accept the Planning and Zoning Commission
recommenciations on Alternate C. The motion was seconded b~,
Crouch. ' ......
Councilman Crouch would like to see a visual aid on the locations of the streets

The motion to support Alternate C failed by a vote of 2-5.

Councilman Mcnhaney recommended placing this item on a workshop age.n, da
to look at other alternatives and address the concerns expressed by council
today. Councilman Birdweil agreed.
Mayor l~dnger asked council to review pages 9 and 12 in the supporting material.

Mayor Ringer mentioned that Councilman Gardner asked for this item to be

wo. ma .ne smmar. The study would take approximately 6 months, unless an
extensnre project should take priority.
Councilman Oardner made a motion.t.o ask Planning and Zoning Co..remission to
designate a subcommittee to work with members of the staff to provide a study
of the area bounded by Southwest Parkway, Texas Avenue and the East Bypass.
The motion was seconded by Councilman Crouch which carried
unanimously, 7-0.

Mr. Elrey Ash reviewed the historical information on this request. The minutes of
the. pr .e~...ous meetings were provided. He reiterated the motion made by council

channelization cost at $90,000.

Discussion continued.
Mayor Ringer stated that the public will have an opportunity to speak to the
council.

Councilman Brown commented that the council should decide how much money
we want to designate for the oversize participation request and stand firm with
that figure.
Former city manager North Bardell addressed the council. He stated that the
co..uncil approved a drainage ordinance and if requirements are provided in the
.ordinance for channeliz.ation projects, then the city should assume the cost. He
mrtner stated that the disagreement between the staff and developer is in the
area of channelization.

bMeayOr Ringer stated that a petition was. submitted by the residents on Mile Drive
cause of the number of problems usutg this street as a shorter access to the
frontage road. He stated his reluctance to move the signs at this time with the
intent of replacing them when 9.818 is finished.
Councilman Crouch stated that her concern is the amount of police time being
utilized to patrol this area.
Police Chief Strope spoke briefly on this matter.
Councilman Birdwell moved to recess the meeting .u~til 7:00 p.m. Thursday to
discuss, the Wolf Pen Creek status report and Electric CIP Update at the
be ..ginning of the regular meeting agenda. Councilman Gardner seconded the
motion.
The motion was seconded by Councilman Gardner which carried unanimously,
7-0.
Mayor Ringer mentioned the Economic Development Meeting sponsored by the
Small Business Development Center on Friday, March 8th.
He asked which Councilmembers will be absent for the next meeting March 13-
14. Councilmen Schneider and Crouch will not be here.
The council meeting ended at 7:35 p.m.
