Mayor Ringer opened the meeting held at the Police Department.
Mayor Ringer expressed his appreciation for the staff's effort toward the POPS Concert
at Wolf Pen Creek. It was a successful event. He reminded everyone of the Grand
Opening, May 28th.
Agenda Item No. 1 - Committee Reports:
A. Personnel Committee - Chairman Councilman Crouch reported to the Council on the
meeting held by the Personnel subcommittee. Ms. Crouch stated that the evaluation
process of appointed officials should be reviewed by the council. The council
concurred. Councilmembers decided to establish criteria and standards at future
workshop meetings.
Councilman Schneider expressed his motivation to develop a general statement such
as a preamble for the beginning of the performance evaluation outline.
B. Report from Councilman Crouch on Visionary Planning. Ms. Crouch discussed her
recent trip to Charleston South Carolina. The theme of the conference was "Making
Cities Livable". She presented meaningful dialogue to other councilmembers. She
talked about various structures of cities, especially "downtown" areas and emphasis on
historical backgrounds. Livable cities promote user friendly methods; housing and
opportunities to socialize with emphasis on sport and leisure activities, especially toward
the poor.
Councilman Crouch stated she presented her Rock Hill video to the Chamber of
Commerce and other individuals. They were impressed and decided to have this video
reproduced. The council agreed to support funding of the video at a cost of $1875.

The council also agreed that the vision of College Station should also be a vision of the
entire community.
City Manager Ragtand stated that Bert Nandus, author of Visionary Leadership would
be available to speak to the focus group,
Councilman Kennady arrived at the meeting at 5:00 p.m.
Discussion by councilmembers was held on the visionary process.

Police Chief Feldman lead a courtesy tour of the Police Department facility.
After the tour, the council convened back to the Police Department Briefing Room for a
presentation by Chief Feldman. He reviewed the police department's programs,
facilities and services. He presented graphs to depict the current and future three year
proposals, current departmental workload, and anticipated over hire program and other
associated items. Major Patterson reviewed the consolidated dispatch program.
After further comments by Chief Feldman and councilmembers, the meeting was
adjourned at 7:30 p.m.
