AN ORDINANCE AMENDING CHAPTER 3, SECTION 3, OF THE CODE OF ORDINANCES,
CITY OF COLLEGE STATION, TEXAS RELATING TO THE ADOPTION OF A PLUMBING
CODE, A MECHANICAL CODE, AND A GAS CODE
WHEREAS, the City Council of the City of College Station, Texas, held a
public hearing in the College Station City Hall at 7:00 P.M. on Thursday,
the 13th day of November, 1986, on the question of amending Chapter 3,
Section 3, of the Code of Ordinances, City of College Station, Texas
relatinG to a plumbing code, a mechanical code, and a gas code, and
WHEREAS, the City Council has determined the necessity for the adoption
of a plumbing code, a mechanical code, and a gas code for the City of
College Station; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS:
That Chapter 3, Section 3, of the Code of Ordinances, City of College
Station, Texas, is hereby amended to read as follows:
"SECTION 3: PLUMBING CODE
A. PLUMBING CODE ADOPTED
A booklet entitled "Standard Plumbing Code ]985 Edition" as amended
and as hereafter may be amended, as least one (1) copy of which is
file in the office of the City Secretary of the City of College
Station, Texas, is hereby adopted and designated as the Plumbing
Code of the City of College Station, Texas.
B. AMENDMENTS TO PLUMBING CODE
The above-named Plumbing Code is hereby amended as follows:

Section A101.4.2 is amended to read as follows:
A101.4.2. - Plumbing Inspectors. The office of Plumbing
Inspector is hereby created to administer and enforce this
code. The City Manager shall appoint the Plumbing Inspector and
any assistants necessary to aid him in the discharge of his
duties. Such appointment shall be subject to confirmation by
the City Council. The person chosen to fill this office shall
be of Good moral character; shall be possessed of such executive
ability, training and experience as is required for the per-
formance of his duties in the enforcement of this code. He
shall receive such compensation and serve for such term as may
be fixed by the governing body; and execute and deliver to the
city a surety bond in the principle amount of $1,000.00 condi-
tioned upon the diligent and honest performance of the duties
required by this code, or any other ordinance or law. The bond
premium shall be paid by the city and the bond shall be satis-
factory to the governing body. He shall hold and keep in force
a Plumbing Inspector's License issued by the State Board of
Plumbing Examiners.

Section A105.4.1 is amended to read as follows:
A105.4.1 - Organization of Board. There is hereby created a
six-member Plumbing Appeals and Advisory Board consisting of:

Section A105.4.2 is amended to read as follows:
A105.4.2 - Appointment and Terms of Office. Members of the
Board and their successors shall be appointed by the Mayor and
confirmed by the City Council and shall hold office for terms of
four (4) years, or until their successors are appointed and have
qualified; except, the members of the Board first appointed
shall hold office, two for two years and two for four years as
determined by the City Council in making said appointments.

Section A103.1.1 is amended to read as follows:
A103.1.1 - When Required.
(a) It shall be unlawful to con ~ruct, install or cause to be
installed any plumbing as defined herein without first
securing a plumbing permit therefor except as otherwise
provided.
(b) It shall be unlawful for any person to make any extension
to any lines or pipes, using water from city water mains,
whether within or without the corporate limits of the city,
or to add any pipes or to change any pipes or lines from a
waterline, apartment, house, premises, or meter without
first securing a permit.
(c) Permits and inspections shall be required for replacement
of water heaters.
(d) Permits and inspections shall be re ,,ired for plumbing work
done by a property owner in a building owned and occupied
by him as his home.

Section A103.1.3 is amended by adding the following statement:
No permit is required to do minor repairs such as the main-
tenance repair or replacement in kind of the following:
(1) Yard hydrants and sill cocks; (2) Flush valves and float
balls in water closet tanks; (3) Accessible traps or lavatories
or sinks; and, (4) Replacing of plumbing fixtures where no
change in "Rough-In" is involved, except replacement of water
heaters must be permitted.

Appendix H - Table of Permit Fees is amended by adding the fol-
lowing fee: Fee for Reinspection - In case it becomes necessary
to make a reinspection of a plumbing installation, the installer
shall pay a reinspection fee of $15.00.

A new section, to be named "Section Al08 Notification of
Readiness" is to be added to Appendix A, and shall read as
follows:
A108 - Notification of Readiness. All new plumbing
work, and such portions of existing systems as may be affected
by new work or any changes, shall be inspected to insure compli-
ance with all the requirements of this code. It shall be the
duty of the plumber to give reasonable advance notice to the
Plumbing Inspection Department when plumbing work is ready for
inspection.

Section 414 is amended to read as follows:
414 - Individual or Private Sewage Disposal System.
When there is no sewer available within 200 feet, an approved
private disposal system may be installed. Private sewage
systems must comply with City of College Station's Code of
Ordinances (refer to Chapter 11, Section 2). Owners are
required at their expense to have city sewer extended to their
property if not over 150 feet. If over this distance, owner
must agree to connect to city sewer when made available (within
60 days of written notice as refered to in Chapter 11, Section 2
of the College Station Code of Ordinances). All private sewage
disposal systems must comply with the latest adopted standards
of the Texas Department of Health and be constructed under the
direction of Brazos County Health ~epartment.
(9) Table 500 - Naterials and Uses is amended in accordance with
Exhibit A-500, as included herein.

Section 602.4 is amended to read as follows:
602.4 - Solder and Sweat Joints. Solder or sweat joints for
tubing shall be made with approved fittings. Surfaces to be
soldered or sweated shall be cleaned bright. The joints shall
be properly fluxed and made with approved solder. Joints in
copper water tubing shall be made by the appropriate use of
approved brass or copper water fittings, properly sweated or
soldered together.

Section 801.6 is amended to read as follows:
801.6 - Sand Traps. Ail garage, auto laundries, or gasoline or
oil filling stations having car wash racks shall install and
maintain in proper repair an approved sand trap in accordance
with the plans and specifications on file in the office of the
Plumbing Inspector.
(12)
Section 905.2 - Connections, is amended by adding the
following statement: Connections behind bath tubs - All
connects behind tubs shall have access panels.
(13) Section 1205.1.1 is amended by the deletion therefrom of type N
copper from the materials for water piping.
(14)
Section 1210.1.1 is amended by the deletion therefrom of the
following materials:
Type M Copper
Polyvinyl Chloride (C.P.V.C.) plastic pipe

Section 1302.1 is amended to read as follows:
1302.1 - Separate Trenches. Except where permitted, the under-
Ground water service pipe and the building drain or building
sewer shall be not less than 5 feet apart horizontally and
shall be separated by undisturbed or compacted earth.
Section 1205.5 is amended to read as follows:
1205.5 - Water Supply Control. An approved gate valve shall be
installed in the water service pipe on the property side of the
meter and protectd by an approved enclosure with a removable
cover and a covered valve box over cut off.
Section I104.2.3 is amended to read as follows:
I104.2.3 - Depth of Building Sewer. BuildinG sewers must be
installed with a minimum of 12 inches of cover. Where condi-
tions prohibit the required amount of cover, cast iron pipe
with caulked or approved mechanical joints must be used unless
other means of protecting the pipe is provided. Use of cast
iron if 12 inches depth cannot be maintained.
Section 1411.3 is amended to read as follows:
1411.3 - Multi-Story Wet Venting. Water closet revents must be
2", not 1 1/2". Under these circumstances a 4" building drain
must be used and not a 3". (See Diagrams No. 1 and No. 2.)
Section Al07 is amended to read as follows:
Al07 - Penalties. Any person, either by himself or agent, and
any firm, corporation or other entity who violates any of the
provisions of this Code shall be deemed Guilty of a misdemeanor
and, upon conviction of any such violation, shall be fined in
any sum not to exceed one-hundred-dollars ($100.00); and each
day during which such violation continues shall constitute a
separate and distinct offense. In any case of a violation of
any of the terms or provisions of this ordinance by any corpor-
ation, the officers and agents actively in charge of the busi-
ness of such corporation shall be subject to the penalty herein
provided. Any offense defined herein which has been defined by
laws of the State of Texas as an offense and for which penalty
has been prescribed shall be punished as provided in said State
Law, and nothing herein shall be held as fixing any penalty
contrary to a penalty provided by the laws of the State of
Texas.
C. MECHANICAL CODE ADOPTED
A booklet entitled "Standard Mechanical Code 1985 Edition" as amended
and as hereafter may be amended, as least one (1) copy of which is on
file in the office of the City Secretary of the City of College
Station, Texas, is hereby adopted and designated as the Mechanical
Code of the City of ColleGe Station, Texas.

D. GAS CODE ADOPTED
A booklet entitled "Standard Gas Code 1985 Edition" as amended and as
hereafter may be amended, at least one (1) copy of which is on file
in the office of the City Secretary of the City of College Station,
Texas, is hereby adopted and designated as the Gas Code of the City
of College Station, Texas.
E. AMENDMENTS TO GAS CODE
The above-entitled Gas Code is hereby amended as follows:
(1) Article 306.1 is amended by deleting therefrom the following:
Copper and brass
(2) Article 306.2 is amended to read as follows:
306.2 - Underground Service Line. Service lines underground
shall be type "K" or "L" copper, standard weight wrought iron,
galvanized steel, black steel protected against soil corrosion
with an approved type protective coating, or polyethelene pipe,
tubes and fittings conforming to A.S.T.M. D-2513-57 and C.S.
255.63, and shall be installed accordinG to manufacturer's
recommendations. Field wrapping shall be limited to short sec-
tions stripped for threading and fittings.
(3) Article 306.3 is amended by deleting therefrom the following:
Plastic Pipe
Polyvinal Chloride type 1, 2 & 3
(4) Article 308.4.2 is amended by deleting therefrom the following:
Item 3 of Section 308.4.2
(5) Article 308.5 is amended by deleting therefrom the following:
Item 2 of Section 308.5
(6) Article 309.3.3 is amended by deleting therefrom the following
term as used in Items 1, 2 & 3:
Plastic
(7) Article 309.5.2 is amended by including the followinG addendum:
Gaslines must not be installed in spaces used for supply or
return conditioned air.
(8) Article 311.2 - Testing, is amended by changing "6 inches of
Mercury" to read as follows:
10" (ten inches) of Mercury
(9) Articles 314.1 and 314.2 are amended by deleting therefrom the
following:
Use of Plastic or Copper
(10) Article 605.4 is amended by deletinG therefrom the following:
Single wall vent pipe
(11) Article 605.5 is amended by deleting therefrom the following:
Use of plastic pipe for ventinG appliances
(12) Table of Gas Fees is amended by adding the following: Permit
fees to include $15.00 Re-inspection fee.
Should any section, paragraph, sentence, clause, phrase or word of this
ordinance be declared unconstitutional or invalid for any purpose, the
remainder of this ordinance shall not be affected thereby.

III.
It is hereby found and determined that the meeting at which this
ordinance was passed was open to the public, as required by Article
6252-17, V.A.T.C.S., and that advance public notice of the time, place
and purpose of said meeting was given.
IV.
This ordinance shall be in full force and effect upon passage and in
accordance with the laws of the State of Texas and the Charter of the
City of College Station.
