Mayor Ringer opened the public hearing. Jack Perryman of 103 Lee Street came forward to express comments toward the tax rate. Mayor Ringer closed the public hearing. Councilman Fox made the motion to set the date for the meeting of September 22nd as the date to consider the ad valorem tax rate. The motion seconded by Councilman Mariott carried unanimously, 7-0. Councilman Crouch moved to declare this item as an emergency item. Councilman Hickson seconded the motion which carried unanimously, 7-0. Executive Director of Fiscal/Human Resources Schroeder explained this issue. He stated that this item serves as an amendment to Ordinance No. 2081 approved on August 25th. Ordinance No. 2081 authorized the issuance of $3,460,000 in certificates of obligation. The Attorney General's office suggested the ordinance be revised to reflect the principal payment over a period of five years. An additional change in the ordinance reflects a floating interest rate of sixty-eight percent of Bank One prime rate. Councilman Kennady moved approval of Ordinance No. 2085.
