COUNCILMEMBERS PRESENT: Mayor Mcllhaney, Mayor Pro Tem Kennady, Councilmembers Hickson, Mariott, Birdwell, Martin, Fox STAFF PRESENT: City Manager Noe, Assistant City Manager Brymer, Acting City Attorney Nemcik, City Secretary Hooks, Project Engineer McCully, Director of Economic and Development Services Ash, Purchasing Agent Kettler Mayor Mcllhaney called the workshop meeting to order at 3:00 p.m. A.qenda Item No. 1 -- Discuss consent and statutory a.qenda items listed on the reqular meetinq a.qenda of Thursday, September 26, 1996. Items 6c, 6d, 6e, 6f, and 6g were removed by councilmembers. City Manager Noe, Assistant City Manager Brymer, and staff members Brett McCully, Virginia Kettler, Pete Shively, and Roxanne Nemcik responded to questions. Agenda Item No. 2 -- Discuss Ends Statement #3 Health and Public Safety. Mayor Mcllhaney cited the following three objectives. 1. Accountability for programs, financial aspect, and reporting mechanisms 2. Develop program on a community wide basis and deal with family unit to move through the system in order to obtain a self sustaining position in the community 3. Programs should meet the family needs and not the funding needs Providing Customer Service Excellence Workshop Meeting Thursday, September 26, 1996 Page 2 City Manager Skip Noe introduced the guest speaker. Dr. Clarence Skrovan from the Texas Department of Health Regional Office in Waco addressed the issue of managed care and future health systems for Texans. He discussed the roles of the Texas Department of Health in the managed care system. Issues raised by councilmembers related to services provided for indigent persons and individuals who utilize Medicaid and Medicare insurance. Randy Sims, Brazos County Commissioner and Chairman of the Brazos County Health Board, addressed the Council. He highlighted the establishment of a family practice residency program at TAMU. Don Sweeney, Director of BVCAA briefly addressed the Council. Mayor Mcllhaney expressed her appreciation for everyone's participation. A.qenda Item No. 3 -- Discuss Strateqic Issue #16 -- Housinq Strateq¥ Assistant City Manager Tom Brymer introduced this item. Development Services Director Jim Callaway with the assistance of Jo Carroll presented information regarding the local housing market, community needs and various factors which may or may not influence the affordability of local housing. Mr. Callaway spoke of the city's zoning and development standards. Following comments from council on this issue, Mayor Mcllhaney moved on to the next item. A.qenda Item No. 4 -- Committee Reports No reports were made. A.qenda Item No. 5 -- Council Calendars Mayor Mcllhaney reminded Council of the upcoming council meetings.
