Visitors present: W. M. Sparks, W. S. Edmonds, Richard Cocke, A. E. Wilson,
R. W. Hagler and C. F. Gent.
Mr. W. S. Edmonds requested the City Council to relax zoning and fire
regulations in certain districts of the city. He was asked to present
his request to the chairman of the Zoning Committee.
Mr. Richard Cocke, an attorney, accompanied the three home owners on Cooner
Street, Messers. Gent, Wilson and Hagler, who came before the Council at
the regular February meeting as representatives of the Cooner Street
property owners, and presented a proposition for the adjustment of the
complaint pertaining to the paving of Conner Street.
Mr. Cocke presented to the council for their consideration two propositions;
first, that the property owners pay for the curb and gutter, or $1.25 per
lineal foot and the city pay the cost of the paving. Second, that the
property owners pay two-thirds of the estimated $2.95 per lineal foot, cost
of curb and gutter and paving, or $1.962 cents per lineal foot: The second
proposition was made on condition that the city give the street an additional
seal -coat at the proper time. After considerable discussion and some
arguments it was agreed among those concerned that arbitration might cause
an agreement.
Councilman Halpin made a motion as follows: the city offers to submit to
arbitration the question of the amount per front foot that property owners
should pay for improvements on Cooner Street. In event settlement by
arbitration is accepted, the arbitors shall be licensed civil engineers,
one of whom shall be selected by the city and one selected by the property
holders. In event the two can not agree then a third arbitor shall be
appointed by the other two. The arbitors shall determine ighether the said
improvements were made according to specifications, in which case $3.00 per
front foot shall be paid; or, if not, what amuunt less than $3.00 should be
properly paid. The motion was seconded by Councilman Black and the vote
of the councilmen present was unanimous in favor of the motion.
Mayor pro tem Orr stated that the arbitor to act for the City would be
appointed when the Cooner Street property holders indicate they are willing
to abide by arbitration.
W. M. Sparks met with the council requesting that the city make "taps" to
houses he is building in West Park free of costs to him. Councilman Badgett
and City Manager Rogers were instructed to discuss this with F. G. Anderson,
who was mayor when the oral agreement was made with Mr. Sparks, and find out
exactly what the council's intentions were at that time.

Councilman Badgett made a motion that the city reduce the charges made
to the College StELtion Development Association for secretarial help and
office space from $300.00 to $100.00 for the year 1949. Motion was seconded
by Councilman Black and the council vote was unanimous in favor of the motion.
