RESOLUTION URGING THE TEXAS LEGISLATIYRE TO RECOGNIZE THE BI~AZOS COD-NTY
COUNCIL OF GOVERNMENTS REGIONAL COOPERATION ADVISORY COMMITTEE AS A
RURAL PLANNING ORGANIZATION FOR THE RLrfkA~ COLrIrr~s OF THE BtkCZES VALLEY
REGION
WHEREAS, the City of College Station is a Regional Planning Commission organized
under provisions of Chapter 570, Acts, 59th Legislature, Regular Session, 1965 (Codified
as Article 101 lm, V.A.C.S.), and represents the seven county Brazos Valley region that
consists of Brazos, Burleson, Grimes, Leon, Madison, Robertson and Washington Counties;
and
WI-IEREAS, The City of College Station Council established the Regional Cooperation
Advisory Committee on July 8, 1998 to address regional planning needs including
transportation, land/water use, growth, development, tourism and state/national
legislative affairs; and
WHEi~EAS, membership of Regional Cooperation Advisory Comr~ttee consists of the
seven county judges and twenty-four mayors of the Brazos Valley region; and
WHEREAS, ex-officio members include representatives from the Bryan-College
Station Metropolitan Planning Organization, Brazos Transit District, the Bryan District
Office of the Texas Department of Transportation and the Texas A&M University Parking,
Traffic and Transportation Services; and
WHEREAS, the federal Transportation Equity Act for the 21st Century specifies that
"with respect to each not,metropolitan area, the [strafe-wide] long-range transportation plan
shail be developed in consultation with affected local officials with responsibility for
transportation"; and
WHEREAS, the Brazos Valley Cotmcfl of Governments Regional Cooperation
Advisory Committee will function as a "Rural Planning Organization" with regard to
regional transportation issues in cooperation with the Bryan-College Station Metropolitan
Planning Organization, Brazos Transit District, the Bryan District Office of the Texas
Department of Transportation and the Texas A&M University Parking, Traffic and
Transportation Services.
NOW, THEREFORE, be it resolved by the City of College Station Council;
THAT the 76th Legislature be and hereby is urged to officially recognize the Brazos
Valley Regional Cooperation Advisory Coraratttee as a Rural Planning Organization for the
purposes of developing and implementing a ~u~al transportation plan to be submitted to
the Texas Department of Transportation on an annual basis.
THAT a copy of this resolution be transmitted to the offices of the Governor,
Lieutenant Governor, Speaker of the House of Representatives, the Chairman of the Texas
Transportation Commission and the chairs of the fo]lowing legislative committees: Senate
Committee on Finance, Senate Committee on State Affairs, house Committee on
Appropriations, House Committee on Transportation, House Committee on Ways and
Means, and House Select Committee on Revenue and Public Education Funding.
THAT this resolution become effective immediately upon adoption.
