Workshop Meeting
Thursday, March 11, 1999 at 4:30 p.m.

COUNCILMEMBERS PRESENT: Mayor Mcllhaney, Councilmembers Mariott,
Hazen, Esmond, Silvia
COUNCILMEMBERS ABSENT: Councilmembers Hickson and Anderson
STAFF PRESENT: City Manager Noe, City Secretary Hooks, City Attorney Cargill,
Jr., Management Assistant Broussard, Public Relations and Marketing Manager
Chapman, City Engineer Mosley, Senior Assistant City Attorney Nemcik, Assistant City
Manager Brymer, Assistant City Secretary Casares
Mayor McIlhaney called the workshop meeting to order at 4:40 p.m.
Agenda Item No. 1 -- Discussion of consent agenda items listed for regular council
meeting.
Councilman Esmond mentioned that a citizen will speak on Item No. 7.9 at the regular
meeting.
City Secretary Hooks discussed the changes to the minutes of February 11, 1999.

Agenda Item No. 3 - Executive Session
Staff and Legal Reports {LGC 551.075} and Personnel {LGC 551.074}
Mayor McIlhaney announced that the council would convene into executive session
pursuant to Section 551.074 of the Open Meetings Act to consider the evaluation of
Council Workshop 3/11/99 Page 2
public officers and to consider staff and legal reports pursuant to Section 551.075.
Council convened into executive session at 4:45 p.m.
Agenda Item No. 5 - Final action on executive session.
Council returned from executive session at 6:10 p.m. The following action was taken.
Councilman Esmond made a motion to increase the city secretmy salary to $3800 per
month with a $1500 bonus and to increase the city judge salary to $4600 per month with
a $1000 bonus effective February 1, 1999 and Februmy 17, 1999, respectively. Motion
seconded by Councilman Mariott which carded unanimously, 5-0.
PASSED AND APPROVED THIS 25th day of March, 1999.
