HomeMy WebLinkAbout1985-1572 - Ordinance - 02/14/1985ORDINANCE NO. 1572 AN ORDINANCE OF THE CITY OF COLLEGE STATION, TEXAS ORDERING A GENERAL MUNICIPAL ELECTION IN THE CITY OF COLLEGE STATION ON SATURDAY, APRIL 6, 1985, FOR THE ELECTION OF COUNCILMEN FOR PLACES 1, 3, AND 5 AND FOR THE SUBMISSION OF A PROPOSI- TION TO THE ELECTORATE OF THE CITY OF COLLEGE STATION; FIXING THE TIME, PLACE AND MANNER HOLDING THE ELECTION AND APPOINTING JUDGES AND CLERKS THEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: A general election shall be and the same is hereby ordered to be held on the first Saturday in April, 1985, the same beinG April 6, 1985 for the purpose Of electinG councilmen for place 1, place 3, and place 5. And, in accordance with the provisions of Article 1019 and the Chaster of the City of College Station, the City Council has determined, and hereby determines, that a proposition shall be submitted to the electorate of the City of College Station, Texas, for the purpose of determining whether the City of College Station should sell a tract known as Pecan Tree Park, located in the City of College Station and more fully depicted in the plat filed of record and recorded in Volume 390, page 287, of the Deed Records of Brazos County, Texas, and being approximately a one-half acre tract of undeveloped land. Therefore, at the election to be held on the 6th day of April, 1985, there shall be submitted to the duly qualified resident electors within said city, for their action thereupon, the followinG proposition, to wit~ Proposition No. 1 SHALL THE CITY COUNCIL OF THE CITY OF COLLEGE STATION BE AUTHORIZED TO SELL PECAN TREE PARK LOCATED WITHIN THE CITY OF COLLEGE STATION, SAID PARK DESCRIBED BY PLAT FILED OF RECORD IN VOLUME 390, PAGE 287 OF THE DEED RECORDS OF BRAZOS COUNTY, TEXAS, AND BEING APPROXIMATELY A ONE-HALF ACRE TRACT OF UNDEVELOPED LAND. And the ballot for said election shall have printed thereon the followinG question, which is abbreviated to the extent necessary, but a verbatim statement of the propostion shall be displayed at each polling place: Proposition No. 1 FOR AGAINST The sale of Pecan Tree Park, an undeveloped tract of approximately one-half acres. 004408 Ordinance No. 1572 Page 2 The election will be held under the provisions of the laws of the State of Texas governing the general elections, and only duly qualified voters who are residents of the City of College Staion shall be allowed to vote. Said election shall be held in con3unction with the College Station Independent School District Board of Trustees Election, whereby an election precinct is to be served by a common polling place and election judge. A single ballot form at each polling place, to contain all the offices to be voted on at that polling place, shall be used, provided, however, that no voter shall be given a ballot containing any office on which the voter is ineligible to vote. The polls shall be opened promptly at 7:00 A.M. and shall be closed promptly at 7:00 P.M. The Office of the City Secretary shall perform all duties normally performed by the County Clerk in general elections with respect to absentee voting, giving notice of the election, and preparing the official ballots. The election will be held at the following places and the election officials shall be, for the purpose of this election, as follows: Polling Place No. 8, at South Knoll Elementary school in said City and said District, with Beverly Pedulla as Presiding Judge and Sue Melton as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. PollinG Place No. 9, at College Station Community Center on Jersey Street in said City and said District, with Peggy C. Owens as Presiding Judge and Norman K. Waggoner as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 10, at College Station Police Station in said City and said District, with Audrey Bunting as Presiding Judge, and Ruby Freeman as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 24, at College Hills Elementary School in said City and said district, with Cecil A. Parker as Presiding Judge, and Lois King, Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist him. t 04404 Ordinance No. 1572 Page 3 Polling Place No. 31, at A&M Consolidated High School in said City and said District, with Vi Cook as Presiding Judge, and Jean McDermott as Alternate Judge, and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 32, at College Station Fire Station No. 2 on Rio Grande Drive in said City and said District, with Kay Parker as Presiding Judge, and Rita Stout, Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 33, at Lincoln Center in said City and said District, with Paul VanRiper as Presiding Judge, and Nancy Morrison, Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist him. Polling Place No. 34, at College Station Central Fire Station in said City and said District, with Mary Lou Johnson as Presiding Judge, and Dorothy Holland, Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 35, consisting of county voting precincts No. 20, No. 21, and No. 35, at College Station Municipal Building at 101 Church Avenue, in said City and said District, with Pamela Stovall as Presiding Judge, and Gail Tucker as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Absentee voting in said election shall be conducted by the City Secretary, Dian Jones, in Conference Room A in the City Hall of the City of College Station, College Station, Texas 77840. Said City Secretary shall keep office open for at least eight (8) hours on each day for absentee voting which is not a Saturday, Sunday or an official State holiday. The following persons are hereby appointed as a Special Canvassing Board to count the absentee ballots: Presiding Judge: E.E. Alternate Judge: Anton Clerks: To be Burns Bockholt named by the Presiding Judge Punch card voting machines shall be used for voting at the foregoing election precincts and electronic counting devices and equipment shall be used for counting the ballots at said election. OO44O$ Ordinance No. 1572 Page 4 The Council Room of the College Station City Hall, 1101 South Texas Avenue, in said district and said city, is hereby established as the Central Counting Station to receive ballots for said election, the ballots to be tabulated and returned to the Office of the City Secretary of the City of College Station. The following persons are hereby authorized and approved as persons employed and designated to handle the ballots, operate the tabulating equipment, and count the ballots: (a) Presiding Judge: (b) Alternate Judge: (c) Manager, Data Processing: (d) Tabulation Supervisor: (e) Clerks: E. Dean William Koehler To be named by the Presiding Judge The following state officials and other designated persons are hereby authorized to be present at the Central Counting Station to observe the election counting process{ a. Mayor and members of the City Council of the City of College Station b. The Board of Trustees of the College Station School District C. The City Secretary and designated members of the staff. d. The Superintendent of schools and designated members of the staff. e. The County Judge and members of the Commissioners Court of Brazos County f. The Attorney General of the State of Texas or his authorized representative The County Clerk of Brazos County h. Candidates for the Office of City Council i. Candidates for the Office of Board of Trustees 004408 Ordinance No. 1572 Page 5 A committee is hereby established of the following persons to hold a Computer Accuracy Test prior to the start and subsequent to the count of the voted ballots to ascertain that the computer will accurately count the votes cast for the offices to be voted upon in said election: a. Superintendent H. R. Burnett h. Presiding Judge E. E. Burns A copy of this Ordinance, when published in a newspaper of general circulation in the City of College Staion, shall serve as proper notice of said election.
