A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS, AUTHORIZING THE FILING OF A JOINT GRANT APPLICATION WITH THE
CITY OF BRYAN TO THE BRAZOS VALLEY COUNCIL OF GOVERNMENTS FOR
FUNDING ASSISTANCE RELATIVE TO THE BRYAN-COLLEGE STATION'S
SUBSIDIZED COMPOST BIN DISTRIBUTION TO PROMOTE THE REDUCTION OF
YARD WASTE TO THE LANDFILL.
WHEREAS, the City of College Station recognizes the responsibility shared with the City of
Bryan to reduce the amount of yard waste being disposed of in the landfill;
WHEREAS, the City of College Station demonstrates its commitment to the environment
through weekly bulky item/clean green brush collection, curbside recycling and bi-annual
household hazardous waste collection;
WHEREAS, the City of College Station has successfully co-sponsored with the City of Bryan
many educational programs and special events to promote recycling and waste reduction, such as
information on the process and benefits of composting;
WHEREAS, the diversion of leaves and grass clippings by the participation of residents in the
composting program conserves space in the landfill as well as reducing disposal and collection
costs. In addition, the utilization of the compost bins provides no-cost mulch to individual
citizens and eliminates the need for some fertilizers and mulchers;
WHEREAS, the City of College Station will continue to provide educational materials on
recycling and composting practices to residents and will be committed to continuing waste
reduction services such as this composting project; and
WHEREAS, the City of College Station is eligible for funding from the Texas Natural Resource
Conservation Commission's Pass-through Grant Programs through the Brazos Valley Council of
Governments; now, therefore;
BE IT RESOLVED by the City Council of the City of College Station, Texas:
PART 1:
That the City of College Station is hereby authorized to submit an
application for funding under the Texas Natural Resource Conservation
Commission's Pass-through Grant Program.
PART 2:
Authorization is hereby given for the city manager to execute all docu-
ments and instruments on behalf of the City of College Station to submit
an application for funding and to obtain a Texas Natural Resource
Conservation Commission's Pass-through Grant for compost bin
distribution.
PART 3:
That the City of College Station will comply with the provisions of the
fiscal reimbursement and reporting requirements of the Brazos Valley
Council of Governments, Texas Natural Resource Conservation
Commission and the State of Texas. The funds will be used only for the
purposes for which they are provided.
PART 4:
That the proposed project is in compliance with and supports the Regional
Solid Waste Management Plan as adopted by the Brazos Valley Council
of Governments.
